Subject: Skate Park Phase II Expansion
INTRODUCTION
At their December 28, 2004 meeting, the Parks and Recreation Advisory Board reviewed
the design for a planned addition of skate park equipment. City Council is asked to
approve the purchase of addition skate park equipment.
BACKGROUND
There was $25,000 allocated in the 2004 CIP for the addition of equipment within the
existing skate park fenced area. Those funds have been shown in updated CIP being
carried over to 2005.
I met with skate park users on two occasions to identify what type of equipment was
desired to complement the existing equipment in the skate park, and to present
proposals from skate park equipment manufacturers. At the first meeting, I got general
feedback on what type of equipment was desired and developed a general wish list.
Afterward I worked further with two small groups who provided their own drawings for
the new equipment. I invited three manufacturers to provide a quote and gave each of
them the wish. list as well as two plans developed by the small user groups.
Since the original equipment was purchased and installed, there has been a rule change
on the height limit for Tier 1 equipment which allows equipment up to 4' in height. The
existing equipment is. 3' in height according to the rules in effect at the time.
Three manufacturers presented proposals for the additional equipment: TrueRide, Rhino
and Spohn Ranch. All manufacturers used the new 4' height limit and stayed within the
$25,000.00 budget for their quotes. All of the manufacturers proposed similar modular
equipment with wood framing and Skate Lite Pro ™ or equivalent surfacing to match the
existing equipment.
The cost for the three proposals, including delivery and installation were:
Rhino $24,490.00
Spohn Ranch $24,963.65
TrueRide $24,999.99
At the second presentation to the small groups of skate park users, I presented layouts
from the three vendors. The skate park users were unanimously in favor of the True
Ride "Layout C" Proposal.
DISCUSSION
True Ride is the manufacturer of the existing equipment in the Skate Park. True Ride is
a Minnesota based company, based in Duluth. True Ride would provide an annual
inspection of the equipment for 5 years and would handle all warranty or repair issues at
that time. This service is offered to Minnesota clients only and they are the only
company to offer this level of service. Most importantly, True Ride provided the best
value in equipment pieces and the most innovative design, with a unique corner ramp
which would allow Skaters and Skateboarders to turn the corner, as well as a unique
center piece with a combination of elements from the Wish List and a custom rail.
Preliminary drawings for an expanded Community Center showed the possibility of
parking in the location of the Skate Park. However, since that time, the size of a
proposed expansion has been reduced, and the need for this additional parking in the
near future would likely be eliminated. In either case, we wanted additional input from
the Advisory Board.
At their January 24th meeting, the Advisory Board discussed the issue of whether to
proceed with the purchase now or to wait until after the findings of the Community
Center feasibility study. The Advisory Board was unanimous in their recommendation to
go ahead with the purchase. They discussed the fact that the equipment is moveable
and if the expansion were to occur, it wouldn't be for several years, so there is no real
benefit to waiting to make this purchase. Having the use of the additional equipment for
the time being was a bigger benefit than the possible complication of having to relocate
it.
PARK AND RECREATION ADVISORY BOARD RECOMMENDATION
1. The Park and Recreation Advisory Board unanimously recommended to Council the
purchase of the True Ride Layout C Skate Park Equipment as preferred by the Skate
Park User Groups.
2. Park and Recreation Advisory Board unanimously recommended moving forward
with this proposed purchase at this time.
REQUESTED ACTION
If Council concurs, authorize the purchase and installation of additional skate park
equipment from TrueRide in the amount of $24,999.99.
