CITY OF SHAKOPEE MEMORANDUM To: Mayor, City Council, and Mark McNeill, City Administrator From: Andrea Weber, Parks and Recreation Landscape Designer Mark Themig, Parks, Recreation and Facilities Director Meeting Date: February 1, 2005 Subject: Final Greenfield West Park Plan and Playground Designs INTRODUCTION The City Council is asked to review and approve the recommendations for the design of the Greenfield Development west neighborhood park, and authorize staff to develop bid documents and bid the project. DISCUSSION The Greenfield development contains two park areas, a west park, and an east park that will be combined with additional land from the Park Meadows development. Construction of the west park is part of the 2005 CIP. Park Neighborhood Design Process The design of the west park has been a neighborhood design process. We held three neighborhood meetings with Greenfield Residents over the past three months. At the first meeting in November, we presented a range of park design and amenity options. We asked residents to prioritize what they wanted most for the park. From this information, we came up with three different design concepts. We presented the design concepts at a second neighborhood meeting in December. The primary feedback from this meeting provided direction for a final design concept that was presented to the residents at the third meeting in January. The topic that garnered the most discussion throughout the design process was whether or not this park should have hockey. Although ice skating was the most preferred amenity for this park at the first meeting, we neglected to ask residents to differentiate between hockey and pleasure skating. When we presented the concept plans in December, there was considerable vocal support for hockey. However, written comments were equally opposed to hockey. In addition, there.,was also support from the residents for a change in the city's policy regarding irrigating general park areas. After this'meeting, we sought informal direction from the Park and Recreation Advisory Board on hockey, as well as on a possible policy change to include irrigation in this park due to the challenge of growing attractive turf with the soils in this area. The Advisory Board was unanimous in their direction to not include irrigation. They proposed another option to look at providing temporary hockey in the Greenfield east park until that park is constructed in 2006/2007. With the Parks and Recreation Advisory Board's direction, we presented a final concept plans to the residents in January that had hockey as an option for this park, or building a temporary rink at the east park as part of this project: 1. Alternative A was an asphalt surface multi sport court which would have a plastic hockey board system for winter use and a full basketball court on the same surface in summer. This design would also include sport lighting for the hockey and adjacent pleasure skating area. This option was the most expensive and above our $300,000 project budget, which would require some amenities to be bid out as deduct alternates including the gazebo, picnic tables and some plantings. 2. Alternative B included a tennis court with a 40' practice hitting wall made of recycled plastic wood and a half basketball court. This alternative also allocated $35,000 for a temporary wood hockey rink with lighting to be built in Greenfield East. The pleasure skating area and court surfaces would not have sport lighting in this option. Residents asked that this proposal be changed to remove the hitting wall and to include a full basketball court instead of the half court. This alternate was also above our project budget of $300,000, and would require the gazebo listed as a deduct alternate, but no other amenities would be alternates. During the discussion at the meeting, Alternative C was proposed by a resident. 3. Alternative C would be basically the same as Alternative B,. except the temporary hockey budgeted for Greenfield East would be removed, and all shown amenities would be listed in the bid with no deduct alternates (although a slightly smaller gazebo) as it remains within the project budget. Alternate C was the preferred option at the January meeting. However, this alternative would delay hockey until construction of the east park in 2006/2007, a popular amenity. Proposed Park Design The final park design (AlternateC - Attachment 1) is based on two of the preferred concept designs. The final design uses the circle theme for the play areas and has a circular trail moving through the site. The trail would have three ornamental light pole fixtures to increase safety within the park and to extend play hours during the late fall season. The design places the active court area along Independence Drive. A gazebo/shelter would be located where the main path branches off to the court entrance. The play areas are located along the trail, close to the center of the site. There would also be two small seating terraces: one at the court entrance, and another near the younger aged play areas which would also contain a water mister and drinking fountain. A lawn area adjacent to the court surfaces is proposed for winter pleasure skating. Plavoround Desion We requested proposals from playground manufacturers for the December neighborhood meeting. Unfortunately, we received only two proposals, both of which were not as creative as we had hoped for. We reissued requests for playground proposals, and received six. These proposals were presented at the January meeting. Each proposal contained three components: . A. A 2-5 year equipment and sand play equipment areas(2 component types in 2 small.sized areas-combined total $20,000) . B. 5-12 year appropriate equipment, which was the emphasis for this park (and the largest budget of not to exceed $50,000). . C. Challenge play equipment, which could have included any of the following: cable structures, long cable glides, boulder climbers, teen oriented equipment or fitness equipment ($30,000). Atthe January neighborhood meeting, we asked for residents to indicate their favorite play area from each of the categories. Staff then reviewed the preferred proposals internally and presented a preferred design and a preferred alternate design to the Advisory Board. The preferred and preferred alternate generally followed the residents' preferences. The preferred designs were (Attached): . 2-5 year: Midwest-PlayWorld, which contains a well-designed play structure with musical play panels with drums and bells, and sand play equipment with a "Funbrella" shade. . 5-12 year: Webber-Miracle which had the best balanced design with great slides and varied upper body challenges appropriate for this age group. . Challenge Play: Flanagan-Little Tykes, which included a climbing boulder and fitness equipment. One of the discussion items we had was the "Funbrella". We are concerned about the durability of this apparatus over the long term. In discussing this with the Advisory Board, they directed staff to look at other shade options that might be available on the market. Cost Estimates The Capital Improvement Program sets $345,000 for design and construction of this park. This equates to $300,000 for the park construction, $15,000 for the design and construction administration work, and a contingency of 10% ($30,000). Normally, the city will plan on a 5% contingency for projects. However, given the fact that this is the first "in house" park design, we are adding additional 5% cushion until we get a better feel for actual bid costs. Our estimate for this project as proposed is PARK AND RECREATION ADVISORY BOARD RECOMMENDATION Park Design Attheir January 24th meeting, the Park and Recreation Advisory Board unanimously recommended Alternative C for the park design. This design includes a tennis court, full basketball court, all amenities included in the bid without deduct alternate, and the elimination of a hockey rink at this time. Plavground Desion The Advisory Board unanimously recommended the preferred options for the playgrounds: Midwest-Playworld for 2-5 and sand play (with staff to work on a substitute shade alternative for the sand play area other than the Funbrella shown); Webber- Miracle for the 5-12 year play area; and Flanagan-Little Tykes for the Challenge Area. REQUESTED ACTION The City Council is asked to review the proposed park design and authorize staff to complete construction documents and bid the project. Council is asked to review the proposed playground designs, but not authorize the actual purchase at this time. This would. be brought back to you with the contract award when weare certain that the project is within budget. Greenfield West Park Final Design , .
