SUBJECT: Approval of Plans and Specifications for the
New Public Works Building, Project No. 2005-5

INTRODUCTION:
This item is to approve the plans and specifications for the new Public Works building
and order advertisement for bids on the project.
BACKGROUND:
The City Council has approved a design project for additional Public Works building
space for vehicle maintenance, office and vehicle storage. The project has been designed
by Oertel Architects who were approved by City Council on April 20, 2004 to design the
proj ect. A Building Committee was formed consisting of Michael Hullander, Public
Works Supervisor; Dave Rutt, Maintenance Supervisor; Bill Egan, Maintenance
Supervisor; Gene Jeurissen, Mechanic; Jeff Oertel, Oertel Architects; Deb Brandwick,
Oertel Architects; and Bruce Loney, Public Works Director. At the December 7, 2004
City Council meeting, the preliminary design ofthe Public Works building was discussed
and City Council did add some additional alternates to be considered. Also at the
December 21,2005 City Council meeting, plans were considered to reduce the size of the
vehicle maintenance area and were approved by the City Council. City Council also
approved of Joe Helkamp and Matt Lehman to be liaisons to the Building Committee to
discuss other reductions and review other alternates on the building project.
On February 3, 2005, the Building Committee, along with Councilors Joe Helkamp and
Matt Lehnlan, did meet to discuss the final plans and alternates to be considered for
bidding ofthe project.
The plans do include eight alternates and unit prices for vehicle lift operations, as
requested by Council at the December 7, 2004 meeting. The alternates that will be
included are as follows:
Alternate No. 1 - Paint the entire vehicle storage ceilings, joists, deck and mechanical!
electric work.
Alternate No.2 - Provide special epoxy/urethane coating at the entire maintenance and
wash base floor (does not include welding space or mezzanine).
Alternate No.3 - Provide a new masonry veneer, window units and related items at the
existing Public Works building, as shown.
Alternate No.4 - Provide a 5-ton crane at the vehicle maintenance area.
Alternate No.5 - Provide gas island canopy at the fueling island (with footings in the
base bid).
Alternate No.6 - Provide skylights at all locations shown on the building (storage and
maintenance areas).
Alternate No.7 - Provide the alternate storm sewer and watermain systems (option that
extends around the north and west portion of the new building) in lieu of work that is
provided between the new and old buildings.
Alternate No.8 - Provide all work at the northwest section of the existing building
related to the creation of two-truck wash bays.
As mentioned previously, the vehicle lift options for in-ground or above-ground lifts will
be bid out on a unit price basis, with the City able to choose the lifts after bids are
received;
Plans have been completed by Oertel Architects and it is proposed to have a bid opening
on March 22, 2005. The Building Committee would meet again to review the bid
alternates and bid package and make recommendations to the City Council on April 5,
2005 for possible award of contract. A plan set is available for review at City Hall.
ALTERNATIVES:
1. Adopt Resolution No. 6185, a resolution approving the plans and specifications
for the new Public Works building, Project No. 2005-5.
2. Deny Resolution No. 6185.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1, to approve the plans and specifications for the
Public Works building, Project No. 2005-5, in order to receive bids for possible award of
contract. The bid opening is scheduled for March 22, 2005 with the bids being brought
back to Council for consideration on AprilS, 2005.
ACTION REQUESTED:
Offer Resolution No. 6185, A Resolution Approving the Plans and Specifications and
Ordering Advertisement for Bids for the New Public Works Building, Project No. 2005-
5, and move its adoption.

A Resolution Approving Plans And Specifications
And Ordering Advertisement For Bids
For The New Public Works Building
Project No. 2005-5
WHEREAS, pursuant to a motion adopted by City Council on April 20, 2004, Oertel
Architects, Inc. has prepared plans and specifications for the construction of a new Public Works
Building and has presented such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, 'MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.

SECTION 01030 - ALTERNATES
PART 1 - GENERAL
RELATED DOCUMENTS:
Drawings and general provisions of Contract, including General and Supplementary Conditions and
Division-l Specification sections, apply to work of this section. Refer to specific divisions which are an
integral part of each alternate.
DESCRIPTION OF REQUIREMENTS:
Definition: An alternate is an amount proposed by Bidders, and stated on the Bid Form that will be
added to or deducted from Base Bid amount ifthe Owner decides to accept a corresponding change in
either scope of work or in products, materials, equipment, systems or installation methods described in
Contract Documents.
Alternates may be chosen in part, in any order or not at all, as the Owner so chooses.
Coordination: Coordinate related work and modify or adjust adjacent work as required to ensure that
work affected by each accepted alternate is complete and fully integrated into the project.
Schedule: A "Schedule of Alternates" is included at the end of this section. Specification sections
referenced in the Schedule contain requirements for materials and methods necessary to achieve the
work described under each alternate.
Include as part of each alternate, miscellaneous devices, appurtenances and similar items
incidental to or required for a complete installation whether or not mentioned as part ofthe
alternate. Each alternate shall include the total cost of the work, whether deducted or added,
including all labor and materials, temporary requirements, tools, fees, demolition (if required),
overhead and profit.
