TO: Mayor & City Council CONSENT Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2005 Bituminous Overlay, Project No. 2005-4 DATE: February 15,2005 INTRODUCTION: Attached is Resolution No. 6182, a resolution receiving a report and calling for a hearing on the 2005 Bituminous Overlay, Project No. 2005-4. BACKGROUND: On January 18, 2005, the City Council ordered the preparation of a feasibility report to analyze a bituminous overlay of the streets located in the Jackson View Addition. This report has been completed and is attached for Council review. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for March 15, 2005. The approval of Resolution No. 6182 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staffwill make a full presentation at the March 15,2005 public hearing on the feasibility report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 6182. This action will receive the feasibility report and set the date for the public hearing for March 15,2005. 2. Deny Resolution No. 6182. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6182 to allow time for staff to prepare additional information and/or revise the feasibility report as directed by the City Council. RECOMMENDATION: 1. If the City Council wishes to pursue this project for the 2005 construction season, staff recommends Alternative No.1, to adopt Resolution No. 6182. 2. If the City Council does not wish to pursue this project then the appropriate action would be to move the approval of Resolution No. 6182, and vote against the motion. 3. If City Council provides additional direction and modifications to the report, then Alternative No. 3 may be appropriate to table this action and have staff modify the report. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKO PEE, MINNESOTA: 1. The Council will consider the 2005 Bituminous Overlay and all appurtenant work, including street lighting, in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost ofthe improvement of$166,656.00. 2. A public hearing shall be held on such proposed improvements on the 15th day of March, 2005, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part of the 2005-4 Public Improvement Project. Adopted in session of the City Council of the City of Shako pee, Minnesota, held this day of ,2005. Madison Street - 11 th A venue to 1 ih Avenue . Monroe Street - 11 th A venue to 1 ih Avenue I This project is included in the City's 2005 CIP. I 2. SCOPE This report will determine the feasibility of a bituminous ov~rlay, and any I necessary improvements to existing utilities on the streets located in the Jackson View Addition. I The report will also determine the cost effectiveness of the proposed improvements, provide a cost apportionment, preliminary' cost estimate and a I preliminary assessment roll. I 3. BACKGROUND The streets where constmcted in the late 1960's and early 1970's. Due to a I combination of traffic wear and age, the bituminous surface has deteriorated and is in need of resurfacing. I I The utilities in this area where constmcted at the same time as the streets. I 4. PROPOSED IMPROVEMENTS I 4.1 Street The proposed street improvements are identified in Drawing A4 in the I Appendix. The proposed street improvements consist of patching areas of sub grade I instability, feather milling a 6-foot wide strip of the existing pavement along existing curb and at match points, adjustment of existing curb in isolated areas and the application of a 2-inch bituminous overlay. I I Feasibility Report 2005 Bituminous Overlay City of Shakopee City Project No: 2005-4 I I Concrete crosspans will be installed, at the four intersections with lih Avenue. I The total estimated project cost for the proposed street improvements I is $ 152,064.00. An itemized cost estimate is included in the Appendix. 4.2 Sanitary Sewer I The sanitary sewer was televised and evaluated prior to writing this report and there are no proposed improvements to the existing sanitary sewer. I 4.3 Storm Sewer I The storm sewer was evaluated prior to writing this report and there are no proposed improvements to the existing storm sewer system. I 4.4 Watermain Shakopee Public Utilities has evaluated the existing water system and has I identified three (3) water manholes. SPUC will remove the manholes and will replace them with gate valves prior to the overlay. I 4.5 Easements I It is not anticipated that easement acquisition will be required for this project. I 4.6 Street Lighting Street lighting in this area does not meet the spacing guidelines of the City I of Shakopee Design Criteria. As part of a separate project, street lights will be added at mid-block to satisfy lighting requirements. I The total estimated project cost for the proposed street lighting improvements is $ 14,592.00. An itemized cost estimate is included in the Appendix. I I 5. SPECIAL ASSESSMENTS 25% of the project costs for the street improvements are proposed to be assessed I on a per lot basis to the benefiting properties with comer lots being assessed one- halfthat ofthe interior lots. I I Feasibility Report 2005 Bituminous Overlay City of Shakopee City Project No: 2005-4 I I 25% of the project costs of the street lighting improvements are proposed to be assessed on a per lot basis to the benefiting properties. The remainder of the I funding would be from General Tax Levy Funds. I The estimated assessment rate for the proposed street improvements is $432.00 per lot. The estimated assessment fate for the proposed street lighting improvements is $ 38.00 per lot. A preliminary assessment roll is included in the I Appendix. I 6. ESTIMATED COSTS I An itemized cost estimate is included in the Appendix. The following costs were prepared using 2004 construction costs and are subject to change, depending on the final design of the project, bids received and actual work performed. A I summary of the estimated construction costs plus a 5% contingency and engineering and administration costs for the project are as follows: I Street Improvements $ 152,064.00 Street Lighting Improvements $ 14.592.00 I Total Project Cost $ 166,656.00 I 7. FUNDING SOURCES I A summary ofthe estimated funding apportionment is as follows: I Assessments $ 41,664.00 General Tax Levy $ 125,388.00 I Total Funding $ 166,656.00 I 8. CONCLUSION I From an engineering standpoint, the proposed improvements are feasible, cost effective and necessary for preservation of the existing infrastructure.
