INTRODUCTION:
Attached is Resolution No. 6181, a resolution receiving a report and calling for a hearing
on the 2005 Street Reconstruction Project, Project No. 2005-1.
BACKGROUND:
On November 16, 2004, the City Council ordered the preparation of a feasibility report to
analyze the reconstruction of various streets throughout the City. This report has been
completed and is attached for Council review.
The purpose of the feasibility report is to evaluate the existing infrastructure (streets,
utilities, drainage) and make recommendations for any improvements that are needed.
The feasibility report also addresses the estimated costs for the improvements and the
proposed assessments that result from the project being constructed.
The attached resolution sets a date for the public hearing for this project for March 15,
2005. The approval of Resolution No. 6181 does not order the project nor does it commit
the Council to constructing any improvements. The intent of this resolution is to accept
the feasibility report and set the public hearing date. The public hearing will allow the
property owners adjacent to the project area and the general public the opportunity to
address the City Council on this project.
Staff will make a full presentation at the March 15,2005 public hearing on the feasibility
report to the public and the City Council.
ALTERNATIVES:
1. Adopt Resolution No. 6181. This action will receive the feasibility report and set
the date for the public hearing for March 15, 2005.
2. Deny Resolution No. 6181. This action will halt the project until such time that
City Council reconsiders the resolution~
3. Move to receive the feasibility report but do not set a date for the public hearing at
this time. This action will place the project on hold until such time as the City
Council sets a date for the public hearing.
4. Table Resolution No. 6181 to allow time for staff to prepare additional
information andlor revise the feasibility report as directed by the City Council.
RECOMMENDATION:
1. If the City Council wishes to pursue this project for the 2005 construction season,
staff recommends Alternative No.1, to adopt Resolution No. 6181.
2. If the City Council does not wish to pursue this project then the appropriate action
would be to move the approval of Resolution No. 6181, and vote against the
motion.
3. If City Council provides additional direction and modifications to the report, then
Alternative No. 3 may be appropriate to table this action and have staff modify
the report.
ACTION REQUESTED:
Offer Resolution No. 6181, A Resolution Receiving a Report and Calling a Hearing for
the 2005 Street Reconstruction Project, Project No. 2005-1, and move its adoption.

WHEREAS, pursuant to Resolution No. 6147 ofthe City Council adopted November 16,
2004, a report has been prepared by the City Engineer, with reference to the 2005 Street
Reconstruction Project, Project No. 2005-1 and this report was received by the Council on
February 15, 2005.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. The Council will consider the 2005 Street Reconstruction Project and all appurtenant
work in accordance with the report and the assessment of abutting and benefited property for all or
a portion of the. cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an
estimated total cost ofthe improvement of$I,589,085.36.
2. A public hearing shall be held on such proposed improvements on the 15th day of March
2005, at 7;00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street,
Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and
improvement as required by law.
3. The work of this project is hereby designated as part ofthe 2005-1 Public hnprovement
Project.

I 1. INTRODUCTION
On November 16,2004 the City of Shakopee adopted Resolution No. 6147 which
I ordered the preparation of a feasibility report to analyze the reconstruction of the
streets listed below:

Avenue
I . Apgar Street, 10th Avenue to Meadows North
. Scott Street, 10th Avenue to Meadows North
. Atwood Street, 10th A venue to Meadows North
I . Fuller Street, 8th Avenue to 10th Avenue
. Main Street, Shakopee A venue to 10th Avenue
I This project is included in the City's 2005 CIP.
I 2. SCOPE
This report will determine the feasibility and cost effectiveness of reconstructing
I the above mentioned streets. All existing infrastructure elements (street, utilities,
etc.) within the project area were evaluated as part of this report.
I The report will provide a recommendation for the proposed improvements, an
itemized cost estimate, a cost apportionment and a preliminary assessment roll.
I 3. BACKGROUND
I The streets and utilities were constructed in the 1950's and 1960's. Improvements
to the streets have since been limited to patching and seal coating.
I The existing pavements are deteriorated to the point where they require more than
normal maintenance. There are many transverse and longitudinal cracks, large
I areas of patching, severe crown problems, and curb and gutter deficiencies.
I 4. EXISTING CONDITIONS
The existing conditions are identified in drawings Al through A8; in the
I Appendix.
Dakota Street is 41 feet wid~ within the project limits. The watermain was
I ami.lyzed by Shakopee Public Utilities, and determined sufficient. The sanitary

I sewer is 8-inch clay pipe in fair condition, but has minor sags that retain some
I solids. The condition of the sanitary sewer services cannot be determined. The
storm sewer is Rep and consists of four catch basins at the intersection of 4th
A venue and Dakota Street.
I Sommerville Street is 40 feet wide from 4th Avenue to 6th Avenue, and 45 feet
wide from 6th A venue to the south. The watermain was analyzed by Shakopee
I Public Utilities and recommended for replacement. The sanitary sewer consists of
8-inch deteriorated clay pipe with offset joints, and some deficiencies in service
connections. The storm sewer consists of three or more catch basins at every
I intersection, except for the intersection of Sommerville Street with 8th Avenue,
where there is no storm sewer.
I Apgar Street, Scott Street and Atwood Street are 45 feet wide within the project
limits, and narrow to 37 feet to match the streets in the Meadows North Plat to the
south. The watermain was analyzed by Shakopee :public Utilities and
I recommended for replacement. The sanitary sewer consists of 8-inch clay pipe in
fair condition. The storm sewer consists of catch basins, on either side of the street
at the intersections with 10th Avenue.
I Fuller Street is 45 feet wide within the project limits. The watermain was analyzed
I by Shakopee Public Utilities and recommended for replacement. The sanitary
sewer consists of 8-inch clay pipe in poor condition. There is no storm sewer
system in this section of the street.
I Main Street is 45 feet wide within the project limits. Main Street has never been
reconstructed from 6th A venue to 10th A venue. The watermain was analyzed by
I Shakopee Public Utilities and recommended for replacement. The sanitary sewer
consists of 8-inch deteriorated clay pipe with offset joints, and some deficiencies
in service connections. The storm sewer consists of two catch basins at the
I intersection with 10th Avenue
I 5. PROPOSED IMPROVEMENTS
Due to varying street widths and the condition of the existing infrastructure, the
I project will be divided into 5 sections for assessment purposes. The sections are
as follows:
I . Section 1 - Apgar Street, Scott Street and Atwood Street
. Section 2 - Fuller Street and Sommerville Street
. Section 3 - Main Street
I . Section 4 - Dakota Street between 3rd Avenue and 4th Avenue
. Section 5 - Dakota Street south of 4th Avenue

5.1 Street
I The proposed street improvements are identified in Drawing A9 in the
Appendix.
I All streets are proposed to be constructed to a 7-ton design, with an 8-inch
I aggregate base section, and a 4-inch bituminous section.
SECTION 1:
I Apgar Street, Scott Street and Atwood Street are proposed to be
reconstructed to a width of 37 feet measured from back of curb to back of
I curb to match the streets to the south in the Meadows North Plat.
The total estimated project cost for the proposed street improvements in
I Section 1 is $329,993.75.
SECTION 2:
I Fuller Street and Sommerville Street are proposed to be reconstructed to a
width of 40 feet. The 5 foot reduction in width will still allow for parking
I on both sides of the street. Reducing the street width has the following
benefits: Reduced hard surface, reduction in runoff, increased green space,
lower maintenance cost, and a reduction in construction cost by
I approximately 9%. Currently Fuller Street is designated as a minor arterial,
which would warrant consideration of a sidewalk. In reality Fuller Street
I does not function as an arterial or as a collector, with traffic volumes of
700 vehicles per vehicles per day. Taking into consideration current and
projected traffic volumes, the City's traffic consultant recommends
I removmg the arterial designation from Fuller Street. Sidewalk
construction along Fuller Street may require the removal of several mature
trees and is not recommended at this time.
I The total estimated project cost for the proposed street improvements in
Section 2 is $522,531.61
I SECTION 3:
I Main Street. is proposed to be reconstructed to match the existing width of
45 feet.
I The total estimated proj ect cost for the proposed street improvements in
Section 3 is $134,750.00.

I SECTION 4:
I Dakota Street south of 4th Avenue is proposed to be reconstructed to match
the existing width of 41 feet.
I The total estimated project cost for the proposed street improvements in
Section 4 is $129,250.00.
I SECTION 5:
Dakota street from 3rd Avenue to 4th Avenue is proposed to be
I reconstructed to match the existing width of 41 feet leaving the existing
curb in place. The existing curb is in good condition and does not need to
be replaced.
I The total estimated proj ect cost for the proposed street improvements in
I Section 5 is $46,750.00.
An itemized cost estimate for all of the sections is included in the
I Appendix.
5.2 Storm Sewer
I The proposed storm sewer improvements are identified in Drawing A9.1
in the Appendix.
I The proposed storm sewer improvements consist of extending the existing
sewer on Fuller Street, from 7th Avenue to Shakopee Avenue, adding 7
I additional structures, and patching of pavement on Fuller Street from 7th
A venue to 8th A venue.
I The total estimated project cost for the proposed storm sewer
improvements is $74,250.00.
I 5.3 Watermain
I The proposed watermain improvements consist of replacing the deficient
watermain and services on Apgar Street, Scott Street, Atwood Street,
Fuller Street and Sommerville Street within the project limits.
I The total estimated project cost for the proposed watermain improvements
is $319,000.00.

I 5.4 Sanitary Sewer
I The proposed sanitary sewer improvements consist of replacing all
sanitary sewer lines within the project area with 8-inch PYC pipe.
I Services will also be replaced with 4-inch PYC pipe from the main line to
the Right of Way.
I The total estimated project cost for the sanitary sewer improvements in
Section 1 is $127,600.00.
I The total estimated project cost for the sanitary sewer improvements in
Section 2 is $215,710.00.
I The total estimated project cost for the sanitary sewer improvements in
Section 3 is $58,190.00.
I The total estimated project cost for the sanitary sewer improvements in
Section 4 is $51,700.00.
I Dakota Street from 3 rd A venue to 4th A venue has no sanitary sewer
improvements.

I 6. SPECIAL ASSESSMENTS
6.1 Street
I 25% of the project costs for the street improvements are proposed to be
assessed on an adjusted front footage basis to benefiting properties. The
I remaining 75% of the street costs will be funded by the City through
general tax levy.
I The estimated assessment rates for the proposed street improvements are:
Section 1 = $ 39.90 per front foot
I Section 2 = $ 44.41 per front foot
Section 3 = $ 40.67 per front foot
I Section 4 = $ 27.37 per front foot
Section 5 = $ 12.79 per front foot
I A preliminary assessment roll is included in the Appendix.

I 6.2 Storm Sewer
I 100% of the storm sewer improvements will be funded by the General
Storm Sewer Fund.
I 6.3 Watermain
I 100% of the watermain improvements will be funded by Shakopee Public
Utilities.
I 6.4 Sanitary Sewer
I 100% of the mainline sanitary sewer replacement will be funded by the
Sanitary Sewer Enterprise Fund. Service connections will be assessed
directly back to the benefited property.
I The estimated assessment rates for the proposed sanitary sewer
I improvements are:
Section 1 = $ 1,870.00 per lot
Section 2 = $ 1,965.00 per lot
I Section 3 = $ 1,870.00 per lot
Section 4 = $ 1,540.00 per lot
Section 5 = has no sanitary sewer improvements.
I Actual Assessments will be based on the final project costs and apportionments.
I 7. ESTIMATED COSTS
An itemized cost estimate is included in the Appendix. The following costs were
I prepared using 2004 construction costs and are subject to change, depending on the final
design of the project, bids received, and actual work performed. A summary of the
estimated construction costs plus a lO% contingency and epgineering and administration
I costs for the project are as follows:

I 8. RECOMMENDATIONS
I Due to the size of the current project, we recommend reducing the size of the
project to only include Apgar Street, Atwood Street, Scott Street, Fuller Street and
I Sommerville Street.
We recommend eliminating Main Street from the project because this section of
I Main Street can be reconstructed with other streets in the area, as part of a future
reconstruction project.
I We recommend eliminating Dakota Street to bring the project costs in line with
the current budget. Dakota Street is not located near the other streets and
I therefore is a logical choice to be removed from this project and added to a future
reconstruction project.
I 9. FUNDING SOURCES
I A summary of the estimated funding apportionment for the recommended
improvements is as follows:

INTRODUCTION:
Attached is a revised preliminary assessment roll for the streets in Section 1 and Section
2 of the feasibility report for Project No. 2005-1.

BACKGROUND:
The feasibility report was included in the Council packet to be considered for acceptance
on February 15, 2005. It was brought to staff s attention that the assessments in the
report did not match the preliminary assessment roll. Staff did find a computer glitch in
the preliminary assessment roll, thus the corrected and revised assessment roll is attached
for Council to place in the feasibility report for Project No. 2005-1.
ALTERNATIVES:
1. Approve a motion to include the revised preliminary assessment roll in the
feasibility report for consideration of adoption by Resolution No. 6181.
2. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1, to include the revised preliminary assessment
roll in the feasibility report.
ACTION REQUESTED:
Approve a motion accepting the revised preliminary assessment roll to be included in the
feasibility report for Project No. 2005-1, prior to accepting the feasibility report and
calling for a public hearing.
