MEMORANDUM To: Mayor and City Council CONSf'~r Mark McNeill, City Administrator From: Travis Karlen, Recreation Supervisor Meeting Date: February 15, 2005 Subject: Fitness Equipment Purchase and Reconfiguration INTRODUCTION City Council is asked to authorize the purchase of new fitness equipment and the reconfiguration of the current and proposed fitness equipment. BACKGROUND AND DISCUSSION In March 2004 City Council approved the reuse of the gymnastics space within the Community Center for Fitness. The reuse provided a permanent home for our aerobics program as well as a designated cardio and weights area for our members. After the improvements were made, our memberships numbers increased 13.4% from the previous year. The 2005 operating budget contains $25,000 for upgrading fitness equipment. We currently have a good selection of equipment for the size of our fitness center; however enhancing the area once again will provide a fresh look and a space versatile to all users. In addition, we need to reposition some equipment for ADA accessibility. ADA guidelines require a 36" space on at least one side of each piece of equipment. With the equipment we currently have and the layout of the center; it is not possible to achieve the ADA recommendation, therefore staff feels that reconfiguration of the area is in order. Currently we have a large cable crossover machine which takes up a fair amount of room. The machine is near to its life expectancy. Fortunately, there are more compact pieces of equipment, which serve the same purpose as the cable crossover. Staff has reviewed a trade in for this piece of equipment, however the trade in offer was not high enough to warrant a trade in. The police department has expressed an interest in the crossover; therefore the Community Center is proposing to donate this piece to their department. To further address the ADA guidelines, we are proposing to move a portion of the equipment into the hall where the cardio equipment previously was. The space would be sectioned off from the rest of the hallway by installing a cubby system. The cubbies will make the area feel like a part of the fitness center and will help with control of the area. Push Pedal Pull has drawn out a plan for the space including existing and proposed equipment (Attachment A). We are confident that with the proposed changes in the center, we will be able to provide a fitness center that will attract a diverse population of users. Professionals with Push Pedal Pull and Free Motion Fitness consulted with us to determine the areas we are currently lacking in. Staff also met with Mike Beckman from St Francis Rehabilitation about equipment that would be attractive to their clients. His recommendation was for us to provide equipment that can be used by senior populations and people who are in physical rehabilitation. He estimated that they would be able to refer 10 - 15 people per month with the incorporation of the Nu Step (Attachment B). From our research on other community centers, fitness is what drives the increase in memberships to a facility and increases revenue. Other centers have experienced considerable growth in the areas of wellness programs including Pilates, Yoga,]ai-Chi Kickboxing, and strength training. Finally, this equipment as well as our existing equipment can be used in the future, should an expansion of the Community Center occur. Proposed Eauipment Staff is recommending the changes in the existing layout of the fitness center (Attachment A) to accommodate the needs of all user groups. In order to ensure that the new fitness area has a balanced combination of Cardio equipment and strength equipment staff is recommending the following equipment be purchased: . Multiuse Rack Total $23,605.69 Because the items we are proposing are somewhat specialized, no one dealer can supply all of the equipment being proposed, therefore we are proposing to purchase a portion of the equipment from Push Pedal Pull and a portion of the equipment from Free Motion Fitness. BUDGET IMPACT The city has budgeted $25,000 for fitness enhancements in 2005. $23,606 will be used for the purchase of fitness equipment, which leaves us with $1394.00 to use for other enhancements throughout the year. Staff feels that the equipment that will be purchased will allow an enhanced workout and will bring in more members to the Community Center. By purchasing the Nu Step, St Francis has allowed us to advertise our programs and center at.no charge. This would potentially bring in more seniors and people wanting to continue with physical rehabilitation. RECOMMENDATION The staff is proposing the purchase of fitness equipment from Push Pedal Pull and Free Motion fitness for the combined total of $23,606. Staff is recommending the reconfiguration of the current fitness center to include use of the existing hallway outside the center; including the donation of the cable crossover to the Shakopee Police Department. REQUESTED ACTION If Council concurs, move to 1. Approve the concept of reconfiguring the current center including the donation of the cable crossover to the Shakopee Police Department. 2. Approve the purchase of new cardio and strength equipment from Push Pedal Pull and Free Motion Fitness in the amount of $23,606.
