Present: Mayor Matt Lehman, Council Members Jay Whiting, Angelica Contreras, Jim
DuLaney, Jesse Lara

3. Approval of Agenda
Council Member Angelica Contreras made a motion to approve the agenda, second by
Council Member Jim DuLaney and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)
Lehman removed 4.B.1 from the consent agenda for further discussion.
Council Member Jay Whiting made a motion to approve the modified consent
agenda, second by Council Member Jesse Lara and the motion passed.

*4. A.2. *MN Department of Natural Resources' Outdoor Recreation Grant Award
Adopt Resolution R2023-084, accepting MN Department of Natural Resources'
(DNR) Outdoor Recreation grant award and authorizing the City Administrator to
execute the necessary contracts and agreements applicable to accepting this
award. (Motion was carried under consent agenda)
*4. A.3. *Department of Energy's Energy Efficiency & Conservation Block Grant
Application
Adopt Resolution R2023-085, approving an application to the Department of
Energy's Energy Efficiency & Conservation Block grant. (Motion was carried under
consent agenda)
*4. A.4. *Minnesota Department of Commerce's Auto Theft Prevention Grant Award
Adopt Resolution R2023-087, accepting the Minnesota Department of Commerce's
Auto Theft Prevention grant award and authorizing the City Administrator to execute
the necessary contracts and agreements applicable to accepting this award. (Motion
was carried under consent agenda)
*4. A.5. *Authorize Communications Specialist Hire at Step 6
Authorize the hire of communications specialist candidate Andrew Coons at step 6 of
the compensation schedule. (Motion was carried under consent agenda)
B. Planning and Development
*4. B.1. *Annexation of Portions of Zumbro Avenue and Colbum Drive
Council Member Jay Whiting made a motion to adopt Resolution R2023-082,
a resolution approving the annexation of portions of Zumbro Avenue and
Colburn Drive, second by Council Member Jim DuLaney and the motion
passed.

*4. B.2. *Acceptance of Conditional Grant from the National Fitness Campaign to
Fund an Outdoor Fitness Court
Adopt Resolution R2023-089 accepting a conditional grant award and joining the
National Fitness Campaign and to fund an Outdoor Fitness Court® (Motion was
carried under consent agenda)
*4. B.3. *Declaration of Hazardous Buildings at Summerland
Adopt Resolution R2023-088, Ordering the Securing of Vacant Buildings at 2815
Trinity Drive, 2831 Trinity Drive, 2843 Trinity Drive, 2947 Trinity Drive and 3016
Trinity Drive, Shakopee. (Motion was carried under consent agenda)

*4. C.1. *Body and Squad Camera Agreement
Approve agreement with Axon for body and squad cameras. (Motion was carried
under consent agenda)
D. Public Works
*4. D.1. *Purchase Equipment - Public Works Salt Brine Tank and Loadrite Smart
Scale
Approve the purchase of 5,500 gallon salt brine holding tank and, Loadrite smart
scale as previously approved through the Board of Water and Soil Resources Grant
and Resolution R2023-033. (Motion was carried under consent agenda)
5. RECOGNITION OF INVOLVED RESIDENTS BY CITY COUNCIL - Provides
an opportunity for the public to address the Council on items which are not on the
agenda. Comments should not be more than five minutes in length. The Mayor may
adjust that time limit based upon the number of persons seeking to comment. This
comment period may not be used to make personal attacks, to air personality
grievances, to make political endorsements or for political campaign purposes. Council
Members will not enter into a dialogue with citizens, and questions from Council will
be for clarification only. This period will not be used to problem solve issues or to
react to the comments made, but rather for informational purposes only.
