Council Member Jay Whiting made a motion to approve the modified agenda, second by
Council Member Jesse Lara and the motion passed.

5. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)

by Council Member Angelica Contreras and the motion passed.

*5. A.3. *Shakopee VFW Request to Allow Alcohol to be Consumed in the Parking
Lot
Approve the suspension of city code 114.11, Consumption and Possession of
alcoholic beverages on street, public property and private parking lots to which the
public has access and other private property, for an event at the Shakopee VFW from
June 30 - July 2, 2023. (Motion was carried under consent agenda)
B. Fire
*5. B.1. *CenterPoint Energy's Community Safety Grant Award
Adopt Resolution R2023-073, accepting CenterPoint Energy's Community Safety
Grant Award and authorizing city staff to purchase the requested equipment. No grant
contract is required to accept these funds. (Motion was carried under consent agenda)
C. Parks and Recreation
*5. C.1. *Designation of July as Parks and Recreation Month
Request that the Mayor and Council issue proclamation designating July as Parks and
Recreation Month, and July 21, 2023 as Parks and Recreation Professionals
Day. (Motion was carried under consent agenda)
D. Planning and Development
*5. D.1. *Final Plat of Hentges Industrial Park 5th Addition
Removed from agenda.
*5. D.2. *Planned Unit Development (PUD) Amendment to the Windermere PUD
Adopt Resolution R2023-069. (Motion was carried under consent agenda)
*5. D.3. *Planned Unit Development (PUD) District #11 For Affinity Plus Federal
Credit Union
Adopt Resolution R2023-074, approving Planned Unit Development District #11
(Affinity Plus Federal CU) to construct a financial institution at 1714 Crossings
Boulevard. (Motion was carried under consent agenda)

Approve hiring of Amanda Schwabe at an annual salary of $87,714, which is Step 7
of Grade 160 of the City's 2023 Non -Union Pay Plan. (Motion was carried under
consent agenda)

*5. E.1. *Trailer Parking Ordinance
Approve amended Ordinance No. 2023-009. (Motion was carried under consent
agenda)
*5. E.2. *Declaration of Surplus Property
The Shakopee Police Department is seeking Council approval to declare the listed
property as surplus and authorize its disposal. (Motion was carried under consent
agenda)
F. Engineering
*5. F.1. * 12th Avenue East Driveway Consolidation Project
Approve a contract with Minnesota Roadways Co., for the 12th Avenue East
Driveways Consolidation Project CIF-20-014 in the amount of $165,389.65. (Motion
was carried under consent agenda)
6. RECOGNITION OF INVOLVED RESIDENTS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the
agenda. Comments should not be more than five minutes in length. The Mayor may
adjust that time limit based upon the number of persons seeking to comment. This
comment period may not be used to make personal attacks, to air personality
grievances, to make political endorsements or for political campaign purposes.
Council Members will not enter into a dialogue with citizens, and questions from
Council will be for clarification only. This period will not be used to problem solve
issues or to react to the comments made, but rather for informational purposes only.
