Roll Call Present: Mayor Matt Lehman, Councilmembers Jay Whiting, Angelica Contreras, Jim DuLaney, Terry Joos Staff Present: City Administrator Bill Reynolds, Police Chief Jeff Tate, City Attorney Jim Thomson, Finance Director Nate Reinhardt, City Clerk Lori Hensen, Planning/Development Director Michael Kerski, Park/Recreation Director Jay Tobin 2. Pledge of Allegiance 3. Approval of Agenda Mayor Lehman added 3.A. the swearing in of Terry Joos to Councilmember Councilmember Jay Whiting made a motion to approve the agenda, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 4. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) A.3. *Liaison Appointments Councilmember Terry Joos made a motion to approve of Mayoral Appointments, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 *4. A.4. *MN DHS Age -Friendly MN Grant Application Adopt Resolution R2023-006, approving an application to the MN DHS Age - Friendly MN Grant. (Motion was carried under consent agenda) *4. A.S. *Information Technology Employee Hire Approve the hiring and pay grade 160 step 5 ($80,704) of Joe Ostlie for the open IT Specialist role. (Motion was carried under consent agenda) *4. A.6. *THC License for Easy Street Smoke Shop LLC. Approve a THC License for Easy Street Smoke Shop, LLC. located at 1345 Heather Street. (Motion was carried under consent agenda) *4. A.7. *THC Application for Top Star Market LLC. Deny THC License for Top Star Market LLC., located at 615 Marschall Road. (Motion was carried under consent agenda) *4. A.9. *Resignation of, and Separation Agreement with Public Works Director/City Engineer Accept resignation of Public Works Director/City Engineer, Steve Lillehaug, effective January 18, 2023, approve separation agreement, and authorize appropriate city officials to execute. B.1. *Monetary Donation for Aquatic Programming Councilmember Terry Joos made a motion to Approve Resolution R2023-005 accepting monetary donation of $1500.00 from Sue Westegaard, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 *4. B.2. *Little Free Library Projects - G1 Scouts Councilmember Terry Joos made a motion to request that the Mayor and City Council approve Shakopee Girl Scouts proposed project donation of two Little Free Libraries to be installed at Hiawatha and Cloverleaf Parks, seconded by Councilmember Jay Whiting and the motion passed. 5-0 *4. B.3. *Trophy Case Expansion Donation - Shakopee Youth Hockey Association Request that the Mayor and City Council approve the proposed trophy case expansion donation as proposed by the Shakopee Youth Hockey Association. (Motion was carried under consent agenda) C. Public Works and Engineering *4. C.1. *Award the 2023 Ash Tree Removal Contract Approve a contract with Vineland Tree Care in the amount of $134,584.28 for the 2023 Ash Tree Removal project. (Motion was carried under consent agenda) *4. C.2. *2023 Full -Depth Pavement Reconstruction Project Adopt Resolution R2023-004, receiving a report and calling for a Public Hearing for the 2023 Full -Depth Pavement Reconstruction Project CIP-23-001. (Motion was carried under consent agenda) *4. C.3. *Agreement with Scott County for the Traffic Signal located at CSAH 101 and Shenandoah Drive Authorize a Cooperative Maintenance Agreement between Scott County and the City of Shakopee to operate the traffic signal located at the intersection of CSAH 101 and Shenandoah Drive. (Motion was carried under consent agenda) 5. RECOGNITION OF INVOLVED RESIDENTS BY CITY COUNCIL - Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This Page 3 of 4 comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. 6.
