Amanda McKnight presented the awards to the 2022 Show Off Shakopee Winners
4. Approval of Agenda
Councilmember Jody Brennan made a motion to approve the agenda, seconded by
Councilmember Angelica Contreras and the motion passed.

5. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)

Sapporo
Approve on -sale and Sunday liquor licenses for Haitang LLC. dba Sapporo located
at 1114 Vierling Drive, conditioned upon compliance with all licensing
requirements. (Motion was carried under consent agenda)

Authorize the purchase of SCBA equipment from Macqueen Equipment. (Motion
was carried under consent agenda)

*5. C.1. *Set Public Hearing Date for Vacation of Public Right -Of -Way
Adopt Resolution R2022-151 setting the public hearing date for vacation of public
right-of-way (segment adjacent to Moraine Drive) as dedicated within Glacier
Estates. (Motion was carried under consent agenda)
*5. C.2. *Set Public Hearing Date for Vacation of a Portion of Drainage and Utility
Easement
Adopt Resolution R2022-152. (Motion was carried under consent agenda)
D. Police
*5. D.1. *Surplus Property
The Shakopee Police Department is seeking council approval to declare the listed
property as surplus and authorize its disposal. (Motion was carried under consent
agenda)
E. Public Works and Engineering
*5. E.1. *Grant Application for Stagecoach Road Bituminous Trail
Adopt Resolution R2022-140, authorizing the city to submit a Minnesota State
Active Transportation Infrastructure Program Grant for the 2024 Full -Depth

Reconstruction Project (Stagecoach Road Trail). (Motion was carried under consent
agenda)
*5. E.2. *Speed Limit Authorization and Posting for 12thAvenue between CSAH 83
and Valley Park Drive
Accept MnDOT's Speed Limit Authorization Report and authorize posting
the recommended 40 MPH speed limit zone for 12th Avenue between CSAH 83 and
Valley Park Drive. (Motion was carried under consent agenda)
*5. E.3. *Intersection Traffic Control Change
Approve installation of a yield sign at the intersection of Legion Street and Prairie
Lane. (Motion was carried under consent agenda)
6. RECOGNITION OF INVOLVED RESIDENTS BY CITY COUNCIL - Provides
an opportunity for the public to address the Council on items which are not on the
agenda. Comments should not be more than five minutes in length. The Mayor may
adjust that time limit based upon the number of persons seeking to comment. This
comment period may not be used to make personal attacks, to air personality
grievances, to make political endorsements or for political campaign purposes. Council
Members will not enter into a dialogue with citizens, and questions from Council will
be for clarification only. This period will not be used to problem solve issues or to
react to the comments made, but rather for informational purposes only.

Councilmember Matt Lehman made a motion to open the public hearing, seconded by
Councilmember Angelica Contreras and the motion passed.

Councilmember Jay Whiting made a motion to adoption of Resolution R2022-147
approving the 2022 Compensation Program Study and implementing a 2% Market
Rate adjustment for all non -union, full-time employees and approval of additional
market rate adjustments for the listed positions, seconded by
Councilmember Angelica Contreras and the motion passed.

Councilmember Angelica Contreras made a motion to adopt Resolution R2022-148
approving the City of Shakopee Parenting and Paid Parental Leave Policy, seconded
by Councilmember Jody Brennan and the motion passed.
