Roll Call Present: Mayor Bill Mars, Councilmembers Jody Brennan, Jay Whiting, Angelica Contreras Absent: Councilmember Matt Lehman Staff Present: City Administrator Bill Reynolds, City Attorney Jim Thomson, Finance Director Nate Reinhardt, City Engineer/Public Works Director Steve Lillehaug, Planning/Development Director Michael Kerski, City Clerk Lori Hensen 2. Pledge of Allegiance 3. Approval of Agenda Councilmember Angelica Contreras made a motion to approve agenda, seconded by Councilmember Jay Whiting and the motion passed. 4-0 4. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) Administration *4. A.1. *City Council Minutes Approve the minutes of February 15, 2022. Page 1 of 5 B. Planning and Development *4. B.1. *Ordinance Amending the Code to Include Flexible Dumpsters Adopt Ordinance No. 02022-002 Amending Section 51.01 and 51.04 of the Shakopee City Code pertaining to Flexible or Compact Dumpsters. *4. B.2. *Shakopee Brewhall Bockfest Parking Space Closure Approve request from Shakopee Brewhall to host Bockfest. They are requesting four parking spaces to be barricaded and blocked off from customers for an activity called "beer poking". They are also requesting a portable firepit to be used for this activity. *4. B.3. *Final Plat of Hentges Industrial Park 2nd Addition Approve Resolution No. R2022-032, a resolution approving the Final Plat of Hentges Industrial Park 2nd Addition, and move its adoption. C. Police *4. C.1. *Declaration of Surplus Property The Shakopee Police Department is seeking Council approval to declare the listed property as surplus and authorize its disposal. *4. C.2. *Catalytic Converter Possession Ordinance Adopt Ordinance No. 2022-004, dealing with the possession of catalytic converters. D. Public Works and Engineering *4. D.1. *Red Oak Trail Project Adopt Resolution R2022-030, accepting work on the Red Oak Trail Project PR-20- 005, and authorizing final payment in the amount of $22,521.72 to Max Steininger, Inc. *4. D.2. *Park Restroom Cleaning Contract Approve contract with Treasure Enterprises, Inc., in the amount of $36,344.63 for annual park restroom cleaning services. *4. D.3. *Quarry Lake Park Road Councilmember Angelica Contreras made a motion to adopt Resolution R2022-029, approving plans and specifications and ordering advertisement for bids for the Quarry Lake Park Road Project PR-21-006, seconded by Councilmember Jody Brennan and the motion passed. 4-0 Page 2 of 5 *4. D.4. *Parking Control Change on Maras Street and Hansen Avenue Approve a no parking zone and installation of "No Parking" signs on both sides of Maras Street from 13th Avenue to Hansen Avenue and on both sides of Hansen Avenue from Stagecoach Road to Maras Street. *4. D.S. *West End Lift Station, Forcemain and Watermain Project Adopt Resolution R2022-033, approving plans and specifications and ordering advertisement for bids for the West End Lift Station, Forcemain and Watermain Project Sewer-24-001. 5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. Ben Olupo had a snow plowing question about Mathias Road. He suggested painting the black top of skate park because it is too hot in the summer and the kids burn themselves when they use the skate park. He also spoke about the condition of the basketball hoops in the gym at the community center and wasn't sure who to talk to get those things repaired. Staff made note of the issues he brought to our attention and would make whatever changes necessary. 6. Business removed from consent will be discussed at this time See item 4.D.3. 7. Public Hearings 7.A. Tax Increment Spending Plan Councilmember Jody Brennan made a motion to open the public hearing, seconded by Councilmember Angelica Contreras and the motion passed. 4-0 Councilmember Jody Brennan made a motion to close the public hearing, seconded by Councilmember Jay Whiting and the motion passed. 4-0 Page 3 of 5 Councilmember Jody Brennan made a motion to adopt Resolution R2022-005 approving a spending plan for certain tax increment financing districts located in the City of Shakopee, seconded by Councilmember Angelica Contreras and the motion passed. 4-0 8. Recess for Economic Development Authority Meeting Councilmember Angelica Contreras made a motion to recess to the EDA, seconded by Councilmember Jay Whiting and the motion passed. 4-0 9. Southern Shakopee AUAR Councilmember Jody Brennan made a motion to approve Resolution No. R2022-031 Authorizing the Adoption of the Alternative Urban Areawide Review (AUAR) for the Southern Shakopee Area, seconded by Councilmember Jay Whiting and the motion passed. 4-0 10. A.2. Downtown Parking Ordinance for City -owned B-3 lots Councilmember Jody Brennan made a motion to approve Ordinance No. 02022-003, Amending Section 71.12 of the Shakopee City Code Relating to Motor Vehicle Parking in Municipal Parking Lot and Ramps Effective July 1, 2022, seconded by Councilmember Angelica Contreras and the motion passed. 4-0 11.
