Approval of Agenda Councilmember Jody Brennan made a motion to approve the agenda, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 5. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) A.2. *Designating Polling Locations for 2022 Approve Resolution R2021-170 establishing polling places for the coming year as required by law. (Motion was carried under consent agenda) *5. A.3. *Write-off Uncollectible Accounts Receivable Motion to authorize the Finance Director to write-off uncollectible accounts receivable and returned payments. (Motion was carried under consent agenda) *5. A.4. *Acceptance of Veterans Memorial Plaque Acceptance of Veterans Memorial Plaque. (Motion was carried under consent agenda) *5. A.S. *Approval of Taproom, On -Sale Sunday and Small Brewery License for Mana Brewing LLC. Approve the Taproom, On Sale, Sunday and Small Brewery license for Mana Brewing LLC., 129 Holmes Street South, Suite 100, on condition that final inspections are performed and passed and all fees are paid in full. (Motion was carried under consent agenda) *5. A.6. *Amend TIF Cooperative Agreement Councilmember Jay Whiting made a motion to adopt Resolution No. R2021-174, a resolution approving an amended and restated tax increment cooperative agreement relating to Tax Increment Financing District No. 17, seconded by Councilmember Angelica Contreras and the motion passed. 4-1 Nays: Lehman B. Fire *5. B.1. *FEMA Assistance to Firefighters Grant Application Adopt Resolution R2021-165, approving an application to the FEMA Assistance to Firefighters Grant. C.1. *Monetary Donation for Aquatic Programming Councilmember Jody Brennan made a motion to approve Resolution R2021-168 accepting the monetary donation of $1500.00 from Sue Westegaard, seconded by Councilmember Jay Whiting and the motion passed. 5-0 D. Planning and Development *5. D.1. *Resolution setting the public hearing to review the vacation of a drainage and utility easement in Dean Lakes 8th Addition Adopt Resolution No. R2021-173. (Motion was carried under consent agenda) E. Public Works and Engineering *5. E.1. *Application to the MPCA Resilience Grant Adopt Resolution R2021-166, approving an application to the Minnesota Pollution Control Agency Resilience Grant. (Motion was carried under consent agenda) *5. E.2. *2020 Bituminous Overlay Project Adopt Resolution R2021-167, accepting work on the 2020 Bituminous Overlay Project, CIF-20-002, and authorize final payment in the amount of $13,605.10. (Motion was carried under consent agenda) 6. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. 7. Currency Exchange license for Excel Pawn Councilmember Matt Lehman made a motion to open the public hearing, seconded by Councilmember Jody Brennan and the motion passed. 5-0 Councilmember Angelica Contreras made a motion to close the public hearing, seconded by Councilmember Jody Brennan and the motion passed. 5-0 Councilmember Matt Lehman made a motion to approve Resolution R2021-171 approving the application of Excel Pawn Inc. dba Excel Pawn & Jewelry, 450 West First Avenue, for currency exchange license, seconded by Councilmember Jody Brennan and the motion passed. 5-0 9.
