Councilmember Jay Whiting made a motion to approve the modified agenda, seconded by
Councilmember Jody Brennan and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items

Approve Resolution R2021-097, authorizing City staff to take the necessary actions
to receive the City's share of Coronavirus Local Fiscal Recovery Funds from the

Approve the application and grant a tobacco license to MN Tobacco Plus 2 Inc.
located at 491 Marschall Road. (Motion was carried under consent agenda)

Adopt resolution R2021-100, Changing the August 3, 2021 meeting date to August 4,
2021. (Motion was carried under consent agenda)
B. Parks and Recreation
*4. B.1. *Requests for Big Taste of Fun and MN Ironman Bike Ride Event
Approve the temporary on -sale liquor license and authorize requested street closure
in support of the Big Taste of Fun featuring MN Ironman Bike Ride event hosted by
Shakopee Parks and Recreation Depattinent, JCI Shakopee, MN Ironman and
FB4KMN. (Motion was carried under consent agenda)
C. Planning and Development
*4. C.1. *Contract for Scenic Heights Playground PR-21-009 under State Contract
to St. Croix Recreation
Approve a contract with St. Croix Recreation Fun Playgrounds INC. in the amount of
$284,987.59 for the Scenic Heights Playground replacement under the State of
Minnesota Contract. (Motion was carried under consent agenda)
D. Police
*4. D.1. *Amendment 2021 VCET Grant
Adopt Resolution No. R2021-099, Accepting Amended 2021 SWMDTF Grant
Agreement. (Motion was carried under consent agenda)
*4. D.2. *Declaration of Surplus Property
The Shakopee Police Department is seeking Council approval to declare the listed
property as surplus and authorize its disposal. (Motion was carried under consent
agenda)

*4. D.3. *Authorize Police Department to Exceed Sworn Staffing Level
Authorize staff to exceed current sworn staffing levels. (Motion was carried under
consent agenda)
E. Public Works and Engineering
*4. E.1. *Red Oak School Trail Project
Adopt Resolution R2021-076, accepting bids and awarding a contract in the amount
of $178,795.88 to Max Steininger, Inc., for the Red Oak Trail Project PR-20-
005. (Motion was carried under consent agenda)
*4. E.2. *Jennifer Lane Park Playground Equipment
Adopt Resolution R2021-096, accepting a quote and awarding a contract in the
amount of $109,482.36 to St. Croix Recreation Fun Playgrounds, Inc., for the Jennifer
Lane Park Playground Equipment, Project PR-20-003. (Motion was carried under
consent agenda)
*4. E.3. *Acceptance of 2021 CenterPoint Energy Community Safety Grant
Approve Resolution R2021-102, accepting the 2021 CenterPoint Energy Community
Safety Grant. (Motion was carried under consent agenda)
*4. E.4. *No Parking Zone on Valley Industrial Boulevard South
Approve a no parking zone and installation of "No Parking" signs along Valley
Industrial Boulevard South. (Motion was carried under consent agenda)
*4. E.S. *Traffic Control Change on Clay Street
Approve the installation of a "No Trucks" regulatory sign at the intersection of Clay
Street and 1st Avenue. (Motion was carried under consent agenda)
5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

Easement Descriptions exhibit and as depicted on the attached Easement sketch,
seconded by Councilmember Matt Lehman and the motion passed.
