Roll Call Present: Mayor Bill Mars, Councilmembers Jody Brennan, Matt Lehman, Jay Whiting, Angelica Contreras Staff Present: City Administrator Bill Reynolds, City Engineer/Public Works Director Steve Lillehaug, Finance Director Nate Reinhardt, Planning/Development Michael Kerski, City Clerk Lori Hensen, Park/Recreation Director Jay Tobin, Police Chief Jeff Tate 2. Pledge of Allegiance 3. Approval of Agenda Reynolds removed 4.C.2. from agenda Councilmember Jay Whiting made a motion to approve the amended agenda, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 4. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) A.2. *Additional 2021-2022 Liquor License Renewals Approve liquor licenses for Happy Zappy d/b/a Shakopee Wine Cellars and Tokyo Sushi & Grill Japanese for 2021-2022. (Motion was carried under consent agenda) *4. A.3. *Human Resources Electronic Records Approval of a budget amendment to convert personnel records from paper files to electronic records. (Motion was carried under consent agenda) *4. A.4. *Approve Temporary Liquor License Chamber of Commerce Approve the Temporary Liquor Licenses for the Chamber of Commerce Rhythm on the Rails event being held Wednesdays starting July 14 through August 11. (Motion was carried under consent agenda) B. Planning and Development *4. B.1. *Setting the Public Hearing Date for Vacation of a Public Drainage and Utility Easement at 1850 Bass Circle Approve Resolution No. R2021-088, a resolution setting the public hearing date to consider the vacation of public drainage and utility easement as dedicated within Lot 34, Block 2, Ridge View Estates. (Motion was carried under consent agenda) *4. B.2. *Final Plat of Jefferson Court Approve Resolution No. R2021-089. (Motion was carried under consent agenda) *4. B.3. *Rhythm on the Rails 2021 Approval of Rhythm on the Rails event application, Covid emergency preparedness plan and site layout and street and parking lot closures. (Motion was carried under consent agenda) *4. B.4. *Advertisement for bids for demolition of properties on Bluff Councilmember Jay Whiting made a Motion to approve advertisement for bids, seconded by Councilmember Matt Lehman and the motion passed. 5-0 C. Public Works and Engineering *4. C.1. *Lift Stationl 6 - Purchase Two Pumps Authorize the purchase of two replacement pumps for Lift Station No. 16 from Minnesota Pump Works in the amount of $93,152.75. (Motion was carried under consent agenda) Page 2 of 4 *4. C.2. *CSAH 83 MnDOT and Scott County Construction Cooperative Agreement Removed from agenda 5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. 6.
