Councilmember Jay Whiting made a motion to approve the agenda, seconded by
Councilmember Angelica Contreras and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)

Approve all liquor licenses for 2021-2022; and to waive the requirements of city code
section 114.02 (I) for Global Restaurant Group, Inc. d/b/a Dangerfield's, and
Stonebrooke Golf Club LLC, conditioned upon compliance with all licensing
requirements. (Motion was carried under consent agenda)

Approve the off -sale and Sunday licenses for Merwin Liquors Shakopee
LLC. (Motion was carried under consent agenda)
*4. A.4. *Closing of the 2010A Debt Service Fund
Approve Resolution No. R2021-080 closing the 2010A Improvement Bonds (3042)
Debt Service Fund into the Capital Improvement (4021) Capital Project
fund. (Motion was carried under consent agenda)
B. Parks and Recreation
*4. B.1. *Acceptance of Donation and Sponsorship Funds for Recreation Programs,
Resolution No. R2021-086
Councilmember Jody Brennan made a motion to approve Resolution No. R2021-
086, accepting Donation and Sponsorship Funds for Recreation Programs, seconded
by Councilmember Jay Whiting and the motion passed.

*4. C.1. *Shakopee Farmer's Market Parking Lot Closure
Approval of the Shakopee 2021 Farmer's Market application, vendor map and
parking lot closures for June 4th October 29th every Friday from 2:OOPM-
6:OOPM. (Motion was carried under consent agenda)
*4. C.2. *Final Plat of Whispering Waters First Addition
Approve Resolution No. R2021-082, a resolution approving the Final Plat of Outlots
of La Tour Terrace. (Motion was carried under consent agenda)

Approve Resolution No. R2021-085. (Motion was carried under consent agenda)

Approve Noise Variance Request for Canterbury to extend noise ordinance until
11PM for July 22, 23, and 24, 2021 for the Twin Cities Summer Jam. (Motion was
carried under consent agenda)
*4. C.7. *Purchase and Installation Assistance and Traffic Control for Parklets in
Downtown
Enter into an agreement with Archatrak for up to $300,000 for their Street deck
modular units for five parklets for downtown Shakopee. Price will include all
materials including Ipe Pavers and include planters and fence panels. (Motion was
carried under consent agenda)
D. Public Works and Engineering
*4. D.1. *Assign Easement Rights to Scott County Along County Highway 83
Authorize assigning easement rights to Scott County for the CSAH 83 Project for
existing city roadway easements at the intersection of County Highway 83 and
Unbridled Avenue. (Motion was carried under consent agenda)
*4. D.2. *Extended Construction Hours
Approve suspension of City Code Sec. 130.45, Noise Elimination and Noise
Prevention, Subd. C.4, Hourly Restrictions on Certain Operations, allowing
Stagecoach Road Roundabout and Southwest Logistics Center construction project
contractors to perform work from 7 a.m. to 9 p.m. on Saturdays and Sundays through
the end of November 2021. (Motion was carried under consent agenda)
*4. D.3. *2020 SCADA System Improvements Project
Adopt Resolution R2021-081, rejecting bids for the 2020 SCADA System
Improvements, Project Sewer-19-005. (Motion was carried under consent agenda)
*4. D.4. *Drainage and Utility Easement Encroachment Agreements
Approve drainage and utility encroachment agreements for 1603 Friesian Street (PID
273901360) and for 2002 Pheasant Run Street (PID 272740210). (Motion was
carried under consent agenda)
*4. D.S. *Jennifer Lane Neighborhood Park

Adopt Resolution R2021-087, approving plans and specifications and ordering
advertisement for bids for the Jennifer Lane Neighborhood Park Project PR-20-
003. (Motion was carried under consent agenda)
5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

Councilmember Matt Lehman made a motion to recess to EDA, seconded by
Councilmember Angelica Contreras and the motion passed.

Councilmember Jay Whiting made a motion to Approve Resolution No. R2021-072,
a resolution approving the Preliminary Plat of Windermere South Fifth Addition,
seconded by Councilmember Jody Brennan and the motion passed.

9. B.2. Annexation and Rezoning of approximately 91 acres owned by LaTour
Farms LLC to Agricultural Preservation (AG) Zone

Councilmember Jay Whiting made a motion to Approve Resolution No. R2021-073,
a resolution approving the annexation of property, seconded by Councilmember Jody
Brennan and the motion passed.

Councilmember Angelica Contreras made a motion to adopt Ordinance No. 02021-
014, an Ordinance approving the rezoning of property from Agricultural Preservation
(AG) Zone, seconded by Councilmember Jody Brennan and the motion passed.
