Councilmember Jody Brennan made a motion to approve the agenda, seconded by
Councilmember Angelica Contreras and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)

Approve the applications and grant temporary on -sale liquor licenses to the Shakopee
Lions Club for their softball tournament held at Tahpah Park on June 4 through June

*4. A.3. *Benedictine Health System Revenue Bonds Cooperation Agreement
Consideration of Resolution No. R2021-077, a resolution consenting to the issuance
of revenue bonds by the Duluth Economic Development Authority and approving a

*4. A.4. *Shakopee Fire Department Relief Association Bylaw Amendment
Including a Pension Benefit Increase Request
Adopt Resolution No. 2021-078, approving the amendment of the Shakopee Fire
Department Relief Association bylaws including a pension benefit increase. (Motion

*4. B.1. *Position Classification - Head Lifeguard
Request the Mayor and Council approve the Head Lifeguard position description
(Grade 040) for immediate use at the Shakopee Community Center. (Motion was

*4. C.1. *Acceptance of Termination of the 1999 Agreement and Termination of the
1992 Easement Agreement for Property at 738 1st Ave. East
Approve Resolution No. R2021-071, approving the Termination of the 1999
Agreement and Termination of the 1992 Easement Agreement which authorizes the
Mayor and City Administrator to execute the agreements. (Motion was carried under
consent agenda)

Act Program
Adopt Resolution R2021-079, approving an application to the 2021 COPS Law
Enforcement Mental Health and Wellness Act Program. (Motion was carried under
consent agenda)

*4. E.1. *Citizen -Assisted Monitoring Program (CAMP) - Water Quality Sampling
Authorize execution of an agreement with the Metropolitan Council to participate in
the 2021 Citizen -Assisted Monitoring Program (CAMP). (Motion was carried under
consent agenda)
*4. E.2. *Red Oak School Trail
Adopt Resolution R2021-075, approving plans and specifications and ordering
advertisement for bids for the Red Oak School Trail Project PR-20-005. (Motion was
carried under consent agenda)
*4. E.3. *2021 Alley Reconstruction Project
Adopt Resolution R2021-074, accepting bids and awarding a contract in the amount
of $138,143.00 to BKJ Land Company, for the 2021 Alley Reconstruction Project
CIF-20- 009. (Motion was carried under consent agenda)
*4. E.4. *No Parking Resolution for Stagecoach Road
Adopt Resolution R2021-070, restricting parking on Stagecoach Road from County
State Aid Highway 101 to 700 feet east of the Stagecoach Roundabout. (Motion was
carried under consent agenda)
*4. E.S. *Purchase Equipment - MACH-E Electric Vehicle
Approve the purchase of a 2021 MACH-E electric vehicle from Ford of Hibbing, in
the total amount of $48,870.00. (Motion was carried under consent agenda)
*4. E.6. *Parking Control Change on Atwood Street
Approve the parking zone restriction for "NO PARKING" signs on Atwood Street on
both sides of the roadway from 4th Avenue to 5th Avenue. (Motion was carried under
consent agenda)
5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

present and acting throughout showing attendance by the members of the
Governing Body at such meeting and the manner of voting on the
Resolution.

records of the Municipality; (ii) have not in any manner been repealed, amended or changed; and
(iii) remain in full force and effect as of the date hereof.
