Pledge of Allegiance 3. Approval of Agenda Councilmember Jody Brennan made a motion to approve agenda, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 4. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) Councilmember Jay Whiting made a motion to approve consent agenda, seconded by Councilmember Matt Lehman and the motion passed. 5-0 A. Administration *4. A.2. *City Council Minutes Approve the meeting minutes of January 5, 2021. (Motion was carried under consent agenda.) *4. A.3. *2021 - 2023 Union Contracts Approve labor contracts and attached memoranda of understanding for 2021-2023 with Teamsters Local No. 320 (PW) and Law Enforcement Labor Services, Local No. 292 (Police Patrol) and Law Enforcement Labor Services Local No. 279 (Police Sergeants). (Motion was carried under consent agenda.) *4. A.4. *Shakopee City Government Meeting Rule of Conduct Adopt the following rules of conduct for all Shakopee Government meetings to provide for valuable public input and to conduct safe and effective public meetings. (Motion was carried under consent agenda.) *4. A.5. *2021 City Council Mayoral Liaison Appointments Approve the recommended 2021 Mayoral Liaison Appointments. (Motion was carried under consent agenda.) B. Fire *4. B.1. *Purchase Self -Contained Breathing Apparatus Equipment Authorize the purchase of SCBA equipment from Municipal Emergency Services, Inc. (MES). (Motion was carried under consent agenda.) C. Parks and Recreation *4. C.1. *Parks and Recreation 2020 Annual Report Review Parks and Recreation 2020 Annual Report. (Motion was carried under consent agenda.) D. Planning and Development *4. D.1. *Resolution to Set Public Hearing for the Proposed Vacation of Drainage and Utility Easements In the Proposed Whispering Waters Subdivision Adopt Resolution No. R2021-006, a resolution setting the public hearing for February 16th for the proposed vacation of certain drainage and utility easements within the area of the proposed Whispering Waters subdivision. (Motion was carried under consent agenda.) *4. D.2. *Acceptance of donation from XCEL Energy Page 2 of 5 Adopt Resolution No. R2021-007 to accept $1000 donation from XCEL Energy for the Reverend Pond sculpture. (Motion was carried under consent agenda.) E. Public Works and Engineering *4. E.1. *Purchase Equipment - Fire Department Pickup and Grass Rig Insert Approve the purchase of a 2021 Ford F-350 4-wheel drive from Midway Ford, the equipment and setup from Foreman Fire Service and Repair, in the total amount of $105,163.84; and the declaration of the grass rig insert equipment as surplus. (Motion was carved under consent agenda.) *4. E.2. *2021 Tree Pruning Contract Approve a contract with Shadywood Tree Experts in the amount of $80,000 for the 2021 tree pruning work. (Motion was carried under consent agenda.) 5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. 6. Business removed from consent will be discussed at this time 7. Zoning Ordinance Amendment to City Code Sections 151.085-151.094 (Floodplain Overlay Zone) Councilmember Jody Brennan made a motion to adopt Ordinance No. 02021-002, an ordinance amending City Code Sections 151.085-151.094, Floodplain Overlay Zone, seconded by Councilmember Angelica Contreras and the motion passed. 5-0 Councilmember Angelica Contreras made a motion to adopt Ordinance No. 02021- 003, a summary ordinance of the text amendment for publication purposes, seconded by Councilmember Jay Whiting and the motion passed. 5-0 7. B.3. Text and Density Amendments to the 2040 Comprehensive Plan Councilmember Matt Lehman made a motion for a short recess, seconded by Councilmember Jody Brennan and the motion passed. 5-0 Councilmember Matt Lehman made a motion to table to next meeting, seconded by Councilmember Jay Whiting and the motion passed. 5-0 7. B.4. Rezoning of Land Used for Parks and Open Space to Parks and Open Space (PO) District Councilmember Jay Whiting made a motion to adopt Ordinance 02021-001, an ordinance amending the zoning map adopted in City Code section 151.03 by rezoning properties to parks and open space district, seconded by Councilmember Jody Brennan and the motion passed. 5-0 7. B.S. Quarry Lake Park Concept Review Councilmember Angelica Contreras made a motion to approve Quarry Lake Park Concept Design Two per design sets submitted by Confluence dated October 2020, seconded by Councilmember Jody Brennan and the motion passed. 5-0 8.
