Reynolds removed item 4.B.2. from the agenda. It will be brought back at a later date.
Councilmember Angelica Contreras made a motion to approved the amended agenda,
seconded by Councilmember Jay Whiting and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)
Councilmember Jay Whiting made a motion to approve the consent agenda, seconded by
Councilmember Jody Brennan and the motion passed.

Public Hearing Date for Delinquent Refuse Bills
Adopt Resolution No. R2019-100, a resolution declaring the amount to be assessed,
ordering the preparation of proposed assessments, and setting the public hearing date
for delinquent refuse bills. (Motion was carried under consent agenda.)

Resolution No. R2019-097
Adopt Resolution No. R2019-100, a resolution declaring the amount to be assessed,
ordering the preparation of proposed assessments, and setting the public hearing date
for delinquent refuse bills. (Motion was carried under consent agenda.)

Approve the suspension of city code 114.11 Consumption and possession of
alcoholic beverages on street, public property, private parking lots to which the public
has access and other private property for September 21 or September 28, 2019 from
11 a.m. to 8 p.m. (Motion was carried under consent agenda.)

Approve the hiring of a new Building Inspector - Electrical at Step 5. (Motion was
carried under consent agenda.)

Item was removed from agenda.
C. Police
*4. C.1. *Authorize Disposal of Surplus Property - Bikes/Miscellaneous
The Shakopee Police Department is seeking Council approval to declare the listed
property as surplus and authorize its disposal. (Motion was carried under consent
agenda.)
*4. C.2. *Authorize Disposal of Surplus Property - Forfeited Vehicles
Declare four forfeited vehicles as surplus property and authorize disposal. (Motion

was carried under consent agenda.)
D. Public Works and Engineering
*4. D.1. *Purchase John Deere 1570 Mower
Approve the purchase of a John Deere 1570 mower from Kibble Equipment out of
Belle Plaine, Minnesota, in the amount of $43,136.69. (Motion was carried under
consent agenda.)
5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

9. A.1. Award the Sale of G.O. Tax Increment Revenue Bonds, Series 2019A
Councilmember Jay Whiting made a motion to adopt Resolution No. R2019-098,
awarding the sale of General Obligation Tax Increment Revenue Bonds, Series
2019A, in the original aggregate principal amount of $4,220,000; fixing their form and
specifications; directing their execution and delivery; providing for their payment, and
authorizing the execution of documents in connection therewith, seconded by
Councilmember Angelica Contreras and the motion passed.

9. A.2. Approval of 2020-2024 Capital Improvement Plan (CIP)
Councilmember Jay Whiting made a motion to adopt the 2020-2024 Capital
Improvement Plan (CIP), seconded by Councilmember Jody Brennan and the

9. A.3. 2020 Proposed Property Tax Levy, General Fund Budget and Debt Levy
Cancellations, Res. Nos. R2018-110 & R2018-111
Councilmember Jay Whiting made a motion to adopt Resolution Nos. R2019-102
and R2019-103, setting the proposed maximum 2019 property tax levy collectible in
2020, and canceling certain debt service levies for taxes payable in 2020, seconded
by Councilmember Angelica Contreras and the motion passed.

9. A.4. EDA Special Benefit Levy and Preliminary Budget for 2019
Councilmember Jody Brennan made a motion to adopt Resolution R2019-099
consenting to the Economic Development Authority in and for the City of Shakopee
adopting a proposed special benefit levy of $350,000 collectible in 2020, seconded
by Councilmember Angelica Contreras and the motion passed.
