Roll Call Present: President Jay Whiting, Commissioners Jody Brennan, Matt Lehman, Bill Mars, Angelica Contreras Staff present: City Administrator Bill Reynolds, Assistant City Administrator Nate Burkett, City Attorney Jim Thomson, Public Works/Engineering Director Steve Lillehaug, Finance Director Darin Nelson, Planning/Development Director Michael Kerski, Park/Recreation Director Jay Tobin, Police Chief Jeff Tate, City Clerk Lori Hensen 2. Approval of Agenda Commissioner William Mars made a motion to approve agenda, seconded by Commissioner Angelica Contreras and the motion passed. 5-0 3. Consent Business Commissioner William Mars made a motion to approve the consent agenda, seconded by Commissioner Jody Brennan and the motion passed. 5-0 3.A. EDA Minutes Approve the minutes of September 3, 2019. (Motion was carried under consent agenda.) 4. General Business 4.A. Proposed 2020 EDA Special Benefit Levy and Budget Commissioner William Mars made a motion to adopt Resolution No. E2019-015, adopting the proposed 2020 EDA special benefit levy of $350,000, seconded by Commissioner Angelica Contreras and the motion passed. 5-0 4.B. Assignment of Contract for Private Development for Deco Shakopee LLC to Bell Bank Page 1 of 2 Commissioner Jody Brennan made a motion to approve Resolution No. E2019-017 providing for an assignment of the Deco Shakopee LLC (Enclave) Contract for Private Development to Bell Bank, seconded by Commissioner Angelica Contreras and the motion passed. 4-1 4.C. Tax Increment Pledge Agreement for TIF District No. 18 Commissioner Angelica Contreras made a motion to adopt Resolution No. E2019- 016, authorizing execution of a tax increment pledge agreement with the City of Shakopee relating to General Obligation Tax Increment Revenue Bonds, Series 2019A, to be issued in the proposed aggregate principal amount of $4,220,000, seconded by Commissioner Jody Brennan and the motion passed. 4-1 5.
