Roll Call Present: President Jay Whiting Commissioners Bill Mars, Jody Brennan, Matt Lehman, Angelica Contreras Staff Present: City Administrator Bill Reynolds, Assistant City Administrator Nate Burkett, City Attorney Jim Thomson, Public Works/Engineering Director Steve Lillehaug, Finance Director Darin Nelson, Planning/Development Director Michael Kerski, Park/Recreation Direction Jay Tobin, Chief of Police Jeff Tate, City Clerk Lori Hensen 2. Approval of Agenda Commissioner Matt Lehman made a motion to approve agenda, seconded by Commissioner Jody Brennan and the motion passed. 5-0 3. Consent Business Commissioner William Mars made a motion to approve the consent agenda, seconded by Commissioner Jody Brennan and the motion passed. 5-0 3.A. EDA Minutes Approve the minutes of August 7, 2019. (Motion was carried under consent agenda.) 4. General Business 4.A. Consent and Estoppel Certificate for Southbridge Soils TIF Commissioner Angelica Contreras made a motion n to approve Resolution No. E2019-013 that allows for Consent and Estoppel Certificate for Tax Increment Financing District No. 21, the Soils District at Southbridge, seconded by Commissioner William Mars and the motion passed. 5-0 4.B. Letter of Intent from MWF Properties for EDA-owned site Page 1 of 2 Commissioner William Mars made a motion to direct staff to negotiate contract with MWF for the sale of this property for the sum of $500,000 and to advertise said sale in the Shakopee Valley News and for staff to proceed with the rezoning process, seconded by Commissioner Angelica Contreras and the motion passed. 4-1 4.C. Transfer of Funding from Facade Improvement Program to Feasibility Study for Innovation Center Commissioner William Mars made a motion to approve transfer of $80,000 from the Facade Improvement Program to fund the city's portion of the feasibility study and architectural work for the proposed Innovation Center, seconded by Commissioner Jody Brennan and the motion passed. 5-0 4.D. Consent of Assignment of Contract for Private Development Commissioner William Mars made a motion to adopt Resolution No. E2019-014 that assigns Enclaves Contract for Private Development to DECO Shakopee LLC for the redevelopment of 129 Holmes Street, former site of Shakopee City Hall, seconded by Commissioner Angelica Contreras and the motion passed. 4-1 5. Reports S.A. EDA Bill List Informational only. 6. Adjourn to Tuesday, Sept. 17, 2019 at 7 p.m. Commissioner William Mars made a motion to adjourn to September 17, 2019 at 7:00 p.m., seconded by Commissioner Angelica Contreras and the motion passed5 - 0 Page 2 of 2
