Present: Mayor William Mars, Councilmember Jody Brennan, Councilmember Matt
Lehman, Councilmember Angelica Contreras, Councilmember Jay Whiting

4. Approval of Agenda
Reynolds stated that there was a correction to item 5.A.1., City Council Minutes. The last
vote on item 10.A.1. should read 4-0, not 0-0. The minutes will be corrected.
Reynolds stated that item 11.B.1., Interfund loan Resolution for Short term loan to the
EDA to find property acquisitions, has been removed from the Agenda, and will be
discussed at a future meeting.
Councilmember Jay Whiting made a motion to approve the Agenda as amended.,
seconded by Councilmember Angelica Contreras and the motion passed.

5. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)
Lehman removed item 5.A.2. for further discussion.

*5. A.2. *Declaration of Intent Regarding the Reimbursement of Expenditures with
the Proceeds of Tax -Exempt Bonds for the Canterbury Commons - City
Infrastructure Improvements
Councilmember Angelica Contreras made a motion to Adopt Resolution No. R2019-
081, declaring the official intent of the City of Shakopee to reimburse certain
expenditures from the proceeds of bonds to be issued by the City., seconded by
Councilmember Jay Whiting and the motion passed.

Approve Resolution No. R2019-078 setting Public Hearing (Motion carried under the
Consent Agenda)
*5. B.2. *Set Public Hearing Date for Vacation of Public Drainage & Utility
Easements in Windermere South
Approve Resolution No. R2019-074, a resolution setting the public hearing date to
consider the vacation of public drainage & utility easements for property located
within Lot 1, Block 3, Windermere South and within Lot 1, Block 1, Theis Highlands
1st Addition. (Motion carried under the Consent Agenda)
*5. B.3. *Approve Applications to 2020 State of Minnesota Capital Budget
Approve Resolutions R2019-075, R2019-076 and R2019-077 (Motion carried under

*5. C.1. *Wood Duck Trail Reconstruction Project
Approve Resolution R2019-073, approving plans and ordering the advertisement for
bids for the Wood Duck Trail Reconstruction Project CIF-19-008. (Motion carried
under the Consent Agenda)
6. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL - Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

Councilmember Matt Lehman made a motion to open a Public Hearing, seconded by
Councilmember Jody Brennan and the motion passed.

Councilmember Jay Whiting made a motion to adopt Resolution No. R2019-080
approving Tax Abatement Agreement for KEB American LLC., seconded by
Councilmember Angelica Contreras and the motion passed.

Councilmember Angelica Contreras made a Motion to adopt R2019-082 approving
the Contract for Private Development with KEB America LLC., seconded by
Councilmember Jody Brennan and the motion passed.

Mayor Mars stated that he had received requests from members of the community to
add lights to two or three trees north of River City Center during the holiday season.
Councilmember Jay Whiting made a motion to direct staff to determine the cost of
lighting trees in front of River City Center during the holiday season., seconded by
Councilmember Angelica Contreras and the motion passed.
