Roll Call Present: Mayor Bill Mars, Councilmembers Jody Brennan, Matt Lehman, Jay Whiting, Angelica Contreras Staff Present: City Administrator Bill Reynolds, Assistant City Administrator Nate Burkett, City Attorney Jim Thomson, City Engineer/Public Works Director Steve Lillehaug, Finance Director Darin Nelson, Planning and Development director Michael Kerski, Park and Recreation Director Jay Tobin, Police Chief Jeff Tate, City Clerk Lori Hensen, Senior Planner Kyle Sobota 2. Pledge of Allegiance 3. Special Presentation- 2018 Officer of the Year Chief Tate presented Officer Cortnie Anderson with the Officer of 2018 award. 4. Approval of Agenda Bill Reynolds added item 11.B. Liaison and Administration Reports Councilmember Matt Lehman made a motion to approve the modified agenda, seconded by Councilmember Jody Brennan and the motion passed. 5 - 0 5. Consent Business - (All items listed in this section are anticipated to be routine. After a discussion by the Mayor there will be an opportunity for members of the Council to remove any items from the consent agenda for individual discussion. Those items removed will be considered following the Public hearing portion of the agenda. Items remaining on the Consent Agenda will not be discussed and will be approved in one motion.) A.2. *Resolution Supporting Legislation Authorizing Infrastructure Development Fees Adoption of the resolution. (Motion was carried under consent agenda.) B. Parks and Recreation *5. B.1. *Temporary Liquor License for NHL Alumni Event Approve temporary on-sale liquor license to City of Shakopee Parks and Recreation Department for NHL Alumni Event (Fundraiser for Parkinson's) held at Shakopee Ice Arena on April 13th, 2019. (Motion was carried under consent agenda.) C. Planning and Development *5. C.1. *Application to DNR Natural & Scenic Grant and Outdoor Recreation Grant Approve resolutions authorizing the city to apply to DNR Natural & Scenic Grant and Outdoor Recreation Grant. (Motion was carried under consent agenda.) D. Public Works and Engineering *5. D.1. *Application to DNR Local Trail Connection Grant Approve Resolution R2019-021 authorizing the city to apply for a DNR Local Trail Connection grant for the CSAH 16 trail extension. (Motion was carried under consent agenda.) *5. D.2. *No Parking Resolution for 12th Avenue & Vierling Drive Approve Resolution R2019-024, restricting parking on 12th Avenue from Vierling Drive to County State Aid Highway 83, and on Vierling Drive from Eagle Creek Boulevard to 12th Avenue. (Motion was carried under consent agenda.) *5. D.3. *2019 Street & Utility Reconstruction Project Approve Resolution R2019-030, approving plans and ordering the advertisement for bids for the 2019 Street & Utility Reconstruction Project CIF-19-003. (Motion was carried under consent agenda.) *5. D.4. *2019 Sewer Service Lateral Pipe Rehabilitation & CIPP Sewer Lining Projects Adopt Resolution R2019-029, awarding a contract in the amount of$607,338.25 to Musson Bros, Inc., for the 2019 Sewer Service Lateral Pipe Rehabilitation Project Page 2 of 4 SAN19-003 and 2019 CIPP Sewer Lining Project SAN19-006. (Motion was carried under consent agenda.) 6. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL- Provides an opportunity for the public to address the Council on items which are not on the agenda. Comments should not be more than five minutes in length. The Mayor may adjust that time limit based upon the number of persons seeking to comment. This comment period may not be used to make personal attacks, to air personality grievances, to make political endorsements or for political campaign purposes. Council Members will not enter into a dialogue with citizens, and questions from Council will be for clarification only. This period will not be used to problem solve issues or to react to the comments made, but rather for informational purposes only. 7. Business removed from consent will be discussed at this time 8. A.1. 2019 City Workplan Councilmember Jay Whiting made a motion to approve the 2019 workplan and long term goals, seconded by Councilmember Angelica Contreras and the motion passed. 5 - 0 B. Text Amendment to City Code Section 130.04, to Create A Beekeeping Ordinance Councilmember Jay Whiting made a motion to adopt Ordinance No. 02019-002, an ordinance amending City Code Section 130.04., seconded by Councilmember Angelica Contreras and the motion passed. 5 - 0 11.
