1. Roll Call
Present: Mayor Bill Mars, Councilmember Mike Luce, Councilmember Matt Lehman,
Councilmember Jay Whiting, Councilmember Kathi Mocol
Staff Present: City Administrator Bill Reynolds,Assistant City Administrator Nate
Burkett, City Attorney Jim Thomson, Planning/Development Director Michael Kerski

3. Approval of Agenda
Councilmember Kathi Mocol made a motion to approve the agenda as presented,
• seconded by Councilmember Jay Whiting and the motion passed.

4. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)
Councilmember Matt Lehman made a motion to approve the consent agenda as presented,
seconded by Councilmember Jay Whiting and the motion passed.

Approve the minutes of October 16, 2018. (motion was carried under consent
agenda.)
*4. A.2. *BHS Conduit Debt Amendment
• Adopt Resolution No. R2018-128, authorizing the issuance of a subordinate revenue

note of the City of Shakopee for the benefit of Benedictine Living Community of
Shakopee LLC and authorizing the execution and delivery of the subordinate revenue
note and related documents. (Motion was carried under consent agenda.) •
5. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL- Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.

Councilmember Matt Lehman made a motion to open the public hearing, seconded by
Councilmember Kathi Mocol and the motion passed. •

Councilmember Jay Whiting made a motion to approve Resolution R2018-127, a
resolution approving the application of Excel Pawn Inc. dba Excel Pawn& Jewelry,
450 West First Avenue, for currency exchange license, seconded by
Councilmember Matt Lehman and the motion passed.

7.B. Vacation of Drainage and Utility Easements in Stagecoach Plat
Councilmember Matt Lehman made a motion to open the public hearing, seconded by
Councilmember Kathi Mocol and the motion passed.

Councilmember Matt Lehman made a motion to set special meeting on November
13, 2018 at 7:00 p.m. for canvassing the election results, seconded by
Councilmember Kathi Mocol and the motion passed.
