1. Roll Call
Present: President Matt Lehman, Commissioner Mike Luce, Commissioner Bill Mars,
Commissioner Jay Whiting, Commissioner Kathi Mocol
Staff Present: City Administrator Bill Reynolds,Assistant City Administrator Nate
Burkett, City Attorney Jim Thomson, Finance Director Darin Nelson, Public Works and
Engineering Director Steve Lillehaug, Planning and Development Director Michael Kerski,
Senior Planner Mark Noble, City Clerk Lori Hensen
2. Approval of Agenda
Bill Reynolds removed 4. B. from the agenda
Commissioner William Mars made a motion to approve the agenda, seconded by
Commissioner Jay Whiting and the motion passed.

3. Consent Business
Commissioner Kathi Mocol made a motion to approve the consent agenda, seconded by
Commissioner Mike Luce and the motion passed.

3.A. EDA Minutes
Approve the minutes from January 2, 2018. (Motion was carried under consent
agenda.)
4. General Business
4.A. Resolution No. E2018-002 for Interfund Loan for Advance of Certain Costs in
Connection with Proposed Tax Increment Financing District
Commissioner William Mars made a motion to approve Resolution No. E2018-002 to
allow for an Interfund Loan for Advance of Certain costs in connection with proposed
Tax Increment Financing District for Canterbury., seconded by Commissioner Jay
Whiting and the motion passed.

5.A. EDA Bill List
Commissioner William Mars made a motion to approve bills in the amount of
$182,934.72 for the EDA Fund, which allows for internal charges that are applied to
the EDA fund., seconded by Commissioner Mike Luce and the motion passed.

6. Adjourn to Tuesday, March 6, 2018 at 7 p.m.
Commissioner Jay Whiting made a motion to adjourn to February 13, 2018 at 7:00 p.m.,
seconded by Commissioner Mike Luce and the motion passed.
