Present: Mayor William Mars, Councilmember Jay Whiting, Councilmember Kathi Mocol,
Councilmember Matt Lehman, Councilmember Mike Luce
Staff Present: Administrator Bill Reynolds, Assistant Administrator Nate Burkett, City
Attorney Jim Thomson, Finance Director Darin Nelson, Public Works Director Steve

4. Approval of Agenda
Councilmember Jay Whiting made a motion to approve the agenda, seconded by
Councilmember Kathi Mocol and the motion passed.

5. Consent Business - (All items listed in this section are anticipated to be routine. After
a discussion by the Mayor there will be an opportunity for members of the Council to
remove any items from the consent agenda for individual discussion. Those items
removed will be considered following the Public hearing portion of the agenda. Items
remaining on the Consent Agenda will not be discussed and will be approved in one
motion.)
Councilmember Mike Luce removed items 4.A.1. and 4.A.2. for further discussion.
Councilmember Matt Lehman made a motion to approve amended consent agenda,
seconded by Councilmember Kathi Mocol and the motion passed.

Councilmember Jay Whiting made a motion to approve the minutes of August 2,
2017, seconded by Councilmember Matt Lehman and the motion passed.

*5. A.2. *Shakopee Chamber Rhythm on the Rails Request
Councilmember Matt Lehman made a motion to authorize requested street closure,
temporary liquor license for August 23, 2017 Rhythm on the Rails event hosted by the
Shakopee Chamber of Commerce, seconded by Councilmember Jay Whiting and the
motion passed.

B. Parks and Recreation
*5. B.1. *Schleper Stadium Seating Donation
Authorize the construction of elevated seating at Schleper Stadium and approve
Resolution No. 7922, accepting the donation of the elevated seating. (Motion was
carried under the consent agenda.)
C. Planning and Development
*5. C.1. *Canterbury Commons EAW
Resolution No. 7918, a resolution issuing a negative declaration of the need for an
Environmental Impact Statement (EIS) for the Canterbury Commons development.
(Motion was carried under consent agenda.)
6. RECOGNITION OF INVOLVED CITIZENS BY CITY COUNCIL- Provides an
opportunity for the public to address the Council on items which are not on the agenda.
Comments should not be more than five minutes in length. The Mayor may adjust that
time limit based upon the number of persons seeking to comment. This comment
period may not be used to make personal attacks, to air personality grievances, to
make political endorsements or for political campaign purposes. Council Members will
not enter into a dialogue with citizens, and questions from Council will be for
clarification only. This period will not be used to problem solve issues or to react to
the comments made, but rather for informational purposes only.
Steve Soltau invited the council and the citizens to the final four water skiing events being
held at Quarry Lake

Councilmember Matt Lehman made a motion to adopt Resolution No. 7919, a
resolution approving the Final Plat of Southbridge Crossings East 5th Addition,
seconded by Councilmember Mike Luce and the motion passed.
