12. Liaison&Administrator Reports
Mr.Reynolds stated that,with Mr.Loney leaving shortly after the new year,staff is looking at the
organization and will be tweaking the organizational chart and succession plan as a whole.The new
Assistant City Engineer was an internal candidate and would play a large roll in the succession
planning.
Mr.Reynolds informed the Council that the new City Hall was about 1 month behind schedule
because of weather issues with the steel being used,which are now resolved.A group of staff looked
at cubical designs on the previous Friday and the city will be using the same company that designed
the police department cubicles.
The City will be starting a Citizen Survey soon to find out what citizens think of what the Council is
planning and doing. It should be completed in February before they start discussing strategy in
February and March.
The next annexation meeting with Jackson Township will be November 26 at 6:30 pm.Mayor Mars,
Cncl.Lehman,and Mr.Reynolds will attend the meeting as well as planners and members of the
county and Jackson Township.
He attended a SCALE meeting where they discussed water utilities and noted that Shakopee's water
utility rates are much cheaper than many other communities in the county.On Facebook,people had
been discussing how expensive the rates in Shakopee were and he was hoping to graph the water,
electric and sewage rates to make sure people had the facts when discussion the issues.
Cncl.Mocol attended the St.Francis ribbon cutting on October 12. She has a 169 mobility meeting
coming up.
Cncl.Whiting went to the SCALE meeting the previous Friday where the discussion was on mental
health and proposed facilities for crisis intervention.There is no definite location yet,but they are
looking at Shakopee as a possibility for a facility.
Cncl. Whiting attended the Fire Department Open House which was well attended.
He attended the SPUC meeting the night before.There were no outages.He noted there is usually
more SPUC conversations on social media in September because August is typically the most
expensive month.He noted that people do not generally take into account everything that goes into
their bill,or the timing of the bill.
Cncl. Whiting noted that the Henderson Grand Opening is on October 26 and suggested posting the
information online. Cncl.Mocol asked when it started.Cncl. Whiting said it would start at 4 pm.
Mayor Mars met with the US Policy gentleman from Amazon on October 10 with staff.He met with
Mr.Reynolds and Ms.Polley on October 11.He attended the SCALE meeting on mental health.He
attended the St.Francis grand opening.He mentioned that the new Senior Center will have a grand
opening on October 28 from 11 am to 2 pm.
Cncl.Lehman stated that the 169 mobility group had a meeting last Friday on their area of the 169
corridor.His concern was that they are looking at 2 options to remove congestion from 169 and the
101/21/18 area.One option is a MnPass option and the other is a bus rapid transit.He is concerned
that the MnPass option would remove capacity unless a lane was added.
Cncl.Luce did not have any liaisons,but on the previous Friday he received an urgent call that they
were short material at the inclusive playground and they needed it by Monday.They called at 3 pm
and the pit closed at 4 pm.He was able to get two trucks to the playground on Monday and someone
else got the company to donate the stone needed. They were able to get 150 tons but decided another
50 tons were needed.He called Ms.Polley and Mr. Reynolds for authorization but was not able to
contact them.He made the decision and paid the extra$800 himself to bring in the extra loads.The
Community Build was planned for the following Saturday and staff will take over the project after
that.Mayor Mars asked if the Community Build would be on Saturday,October 22.Cncl.Luce said it
was and would start at 8 am with 2 shifts. Cncl.Whiting asked where people could sign up to help.
Cncl. Luce said they could sign up at funforallplayground.com but there were not many places left.
Cncl. Lehman asked Cncl.Luce if he wanted to be reimbursed for the trucking he paid for.Mr.
Reynolds stated that Mr.Luce could be reimbursed if he did not want to use the funds as a donation.
