SUBJECT: Vacant Police Captain's Position
INTRODUCTION
The Police Department is requesting Council approval to allow the Police Captain
position to remain vacant and instead create an eighth sergeant position.
BACKGROUND
The 2005 budget contains nine leadership positions; 7 sergeants, 1 captain, and 1 chief.
The reorganization plan has the same number of positions, however, the captain's
position would not be filled, and an additional sergeant's position would be created. If
approved by Council the leadership positions would be 8 sergeants and 1 chief.
A brief history may be beneficial. Civil Service rules currently require that the minimum
requirement for a captain is at least three years of experience as a sergeant with the
Shakopee Police Department. In October 2004, the Commission posted and advertised
for a captain's position. The Commission received one applicant. At the Commission
meeting of November 3, 2004, the Commission elected not to continue the testing
process for captain.
At this meeting we talked about different opportunities to provide needed leadership
within the organization. The proposal that is before you is to create an additional
sergeant position, and have that person serve as Executive Officer to the Chief of Police.
The 2005 organizational chart is included, (attachment #1). The new proposed 2005
organizational chart is also included for your review, (attachment #2). The assignment of
an executive officer accomplishes several important functions.
First, it assists the chief of police in appropriately administering the Shakopee Police
Department. Second, I anticipate assigning sergeants in a rotational process to this
position. The purpose of rotating sergeants into this position is to provide a learning and
growth opportunity for a sergeant that may be interested in an executive position at a later
date. It also allows me an opportunity to mentor and to determine the capabilities of that
person during their Executive Officer assignment.
Finally, it provides another leadership position that can assist with first line supervision in
the patrol function during absences of first line supervisory staff.
Although, the number of direct reports for the Chief of Police is larger than I recommend,
this realignment of the organization provides the necessary leadership to function
appropriately as a police agency. This also provides an opportunity for me to have more
direct influence on the day-to-day operations of the Shakopee Police Department.
A promotion of a sergeant position will be less costly than the promotion of a captain as
there would no testing expenses involved. An eligible register currently exists for the
position of police sergeant.
Also included with this memorandum is an attached "draft" personnel order, (attachment
#3), describing some of the assignments and responsibilities of the executive officer as
proposed.
The Police Civil Service Commission reviewed and supported the plan at their meeting
on March 8, 2005. Mr. McNeill also supports this alignment ofleadership positions.
BUDGET IMP ACT:
Funds exist current exist in the Police Department budget for this position. In fact, the
new sergeant position would see a reduction in personnel costs, as a captain pay rate is
higher than that of a sergeant.
AL TERNA TIVES:
1. Authorize the eighth sergeant position.
2. Do not authorize the position.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative # I. Staff recommends Council authorize the creation on an eighth sergeant
position and allow the current captain's position to remain vacant.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the police captain's position to
remain vacant and create an eighth sergeant's position for the Police Department and
move its adoption.

SUBJECT: Assignment as Executive Officer
EFFECIVE DATE: February _, 2005 DRAFT
You are temporarily assigned as Executive Officer to assist the Chief of Police for the planning,
coordination, direction and operations of Divisions within the Police Department. In addition, as
directed by the Chief, you may be responsible for the direction of specialized functions of the
Department which are determined to be directly related to the operations of the Department.
In addition to your regular Sergeant's position, your responsibilities include:
1. Interpretation of orders, policies, procedures and rules as they apply to variety of conditions.
2. Assist the Chief of Police as directed relative to the administration of the Department.
3. Scheduling and development of division resources to insure the delivery of the maximum
police service possible.
4. Assist, as directed, in the preparation and administration of the Police Department budget and
monitoring expenditures to insure operations within budgeting restrictions.
5. As assigned by the Chief of Police, conduct administrative investigations.
6. Assist the Chief of Police in the development oflong-rangedepartment goals and objectives.
7. Assist the Shakopee Police Civil Service Commission.
8. Routinely meet with department leadership to review department activities and identify future
needs.
9. Cooperate with the training officer in identification and presentation of training for department
personnel.
10. Review with the Chief of Police and other leadership staff, existing department policies,
procedures, rules and regulations and develop or recommendation the changes of General
Orders.
11. As directed by the Chief, will deal with representatives of other city departments in matters
mutually affecting that department and the city.
12. Assist in the preparation of reports or other studies or assessments as needed.
13. Will oversee and/or organize the Police Internship Program.
14. Will oversee and organize special event details.
15. Will perform other activities and tasks as assigned by the Chief of Police.
16. Develop and monitor contracts for City/Police services, i.e., Valleyfair, Canterbury Racetrack
and Cardclub, towing.
17. Coordinate police facility operation and maintenance.
18. Assist the Shakopee Crime Prevention Fund.
19. Be responsible for Department Media Relations.
20. Serve as Assistant Emergency Management Coordinator.
