Subject: Quarry Lake Project Outdoor Recreation Grant Application,
Resolution No. 6210
INTRODUCTION
City Council is asked to adopt Resolution No. 6210, A Resolution of the City of Shakopee,
Minnesota Authorizing the City to Submit an Outdoor Recreation Grant Program
Application for the Quarry Lake Project.
BACKGROUND AND DISCUSSION
Previously, City Council authorized grant applications for the Quarry Lake project. We
have submitted applications for the Local Trails Grant and Federal Trails Grant. The
attached resolution is required in order to submit an application for the Outdoor
Recreation Grant.
REQUESTED ACTION
If City Council concurs, it should, by motion adopt adopt Resolution No. 6210, A
Resolution of the City of Shakopee, MinnesotaAuthorizing the City to Submit an Outdoor
Recreation Grant Program Application for the Quarry Lake Project.
RESOLUTION NO. 6210
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT ANOUlDOOR RECREATION GRANT
PROGRAM APPLlCA liON FOR THE QUARRY LAKE PROJECT
WHEREAS, the City of Shakopee is interested in acquiring and developing a
reclaimed aggregate quarry in Shakopee for reuse as a park, recreation, and natural
resource amenity; and,
WHEREAS, such a project will help improve the quality of life in the southwest
metropolitan area by providing a truly unique amenity; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in
this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the City of Shakopee (The City) will act as legal
sponsor for the project contained in the Outdoor Recreation Grant Program Application
to be submitted on March 31, 2005 and that appropriate City staff are hereby authorized
to apply to the Department of Natural Resources for funding ofthe.Quarry Lake Project
on behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for
financial assistance, and financial capability to meet the match requirement and ensure
adequate construction, operation, maintenance and replacement of the proposed
project for its design life.
BE IT FURTHER RESOLVED that the City has not incurred any costs related to
project work described on Item 5 of the grant application.
BE IT FURTHER RESOLVED that upon approval of its application by the state,
the City may enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City certifies that it will comply with all applicable laws
and regulations as stated in the grant agreement including dedicating the park property
for outdoor recreation uses into perpetuity.
BE IT FURTHER RESOLVED that appropriate city officials are hereby authorized
to execute such agreements as are necessary to implement the project on behalf of the
applicant following final approval from City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 15th Day of March, 2005.

Recreation
Minimum requirements
Project proposals must include at least one eligible primary Water
outdoor recreation facility and have a total project cost of at
least $10,000. Land proposed for development and/or
redevelopment must be owned by the applicant or be part of an
acquisition project. Significant progress must be completed on
active projects before an additional proposal can be submitted.
Program funding
A maximum of 50% of the total eligible project costs.
Applicants must be able to fund at least 50% of the total project
costs. The "local share" can consist of cash or the value of
materials, labor and equipment usage by the local sponsor or by
donations or any combination thereof. Costs must be incurred
and paid for before reimbursement can be made. Applicants are
eligible to receive more than one grant.
Grant awards
The Department of Natural Resourc~s will review applications
during the spring of2005. Preliminary grant awards will be
announced in the summer of2005.

Project period
Projects cannot begin until all requested final documentation
has been submitted and an agreement has been completed.
Project start dates may be in the fall of2005 or July 1, 2006
depending on the funding available and the project ranking.
Funded projects must begin promptly after an agreement
between the State and the applicant has been signed. All work
must be completed no later than December 31, 2007.
To apply
To receive an application, please submit an Application
Request Form. We recommend that the Application Request
Form be submitted no later than January 31,2005. The
completed application is due by March 31, 2005.
