Subject: Ordering Feasibility Study for Fillmore Street Extension and Alley
Improvements, Resolution No. 6209
INTRODUCTION
City Council is asked to adopt Resolution No. 6209, A Resolution Ordering the
Preparation of a Report For Improvements to Fillmore Street North of First Avenue to
Huber Park and the Adjacent Alley.
BACKGROUND AND DISCUSSION
City Council has allocated the funding to begin the redevelopment of Huber Park. The
proposed funding would be provided in 2005 and 2006. The Huber Park design review
committee met on February 24 to discuss the best way to phase the project.
It appears that the most cost effective way to construct the park in two phases is to
complete the improvements for Fillmore Street, the alley adjacent to the park, the
parking lots, and rough grading for the community built playground in phase 1, and the
additional fill and surcharging the building sites and park construction in phase 2. I have
attached an updated phasing schedule.
Some costs associated with Fillmore Street and the alley work may be assessable to
adjacent properties. The proposed feasibility study, which is included in the current
scope of Bonestroo's services and would be done at no additional cost to the city, would
determine whether or not there is benefit to adjacent properties.
In order to complete the proposed work by the time of the playground build, the
feasibility report should be authorized at this time.
REQUESTED ACTION
If City Council concurs, it should, by motion adopt Resolution No. 6209, A Resolution
Ordering the Preparation of a Report For Improvements to Fillmore Street North of First
Avenue to Huber Park and the Adjacent Alley.

A Resolution Ordering The Preparation Of A
Report For Improvements To Fillmore Street
North of First Avenue to Huber Park and the Adjacent Alley
WHEREAS, it is proposed to improve Fillmore Street north of First Avenue to
Huber Park by reconstruction of concrete curb & gutter, aggregate, bituminous paving
and all appurtenant work and to assess the benefited property for all or a portion of the
cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council
with. all convenient speed advising the Council in a preliminary way as to whether the
proposed improvement is feasible and as to whether it should best be made as proposed
or in connection with some other improvement, and the estimated cost of the
improvement as recommended.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 15th Day of March, 2005.
