Subject: Huber Park Building Design Services
INTRODUCTION
City Council is asked to enter into a contract extension with Bonestroo, Rosene, Anderlik
and Associates for the design of the restroom, storage, and support building for Huber
Park.
BACKGROUND AND DISCUSSION
The scope of services that the city requested in Huber Park design proposals included
architectural services for the performance area, but not the restroom/storage/support
building. Since Bonestroo is performing the architectural design of the performance area,
it would be appropriate to have them also design the restroom/storage/support building
so appropriate themes from the performance area are carried over .into the restroom ~
building.
Bonestroo's contract for Huber;. Park design is approximately $120,000, which includes
the additional services that Council authorized previously (sound study, electrical plan,
Hwy 101 crossing analysis, and grant applications, and permits.) The additional services
being proposed include the following:
Building Design and Construction Documents: $27,600
Construction Administration Services for the Building: $ 6,400
Geotechnical Services (Design): $ 2,400
Geotechnical Services (Fill/surcharge/plate monitoring): $ 4,150*
Total $40,550
*The soil borings have identified poor soils in the location of the restroom/storage/
support building and the performance area. The proposed work would involve additional
design, surcharging and monitoring. Should the City prefer, we could contract directly
with AET for the geotechnical services during fill and surcharge placement and
settlement plate monitoring. However, I think it is more effective to have this as part of
Bonestroo's contract and have Bonestroo oversee this work.
BUDGET IMPACT
The proposed additional design services would bring the total design services for the
project to approximately $160,000, or about 5.5% of the total construction costs.
The building design and geotec;hnicClI fees proposed have been incorporated into the
revised project budget (attached). As you will see, we are $156,425 from meeting the
allocated funding for Phase 1 of $1.4 million. Further design and more accurate cost
estimates for the restroom/storage building should close that gap.
REQUESTED ACTION
If City Council concurs, it should, by motion approve a contract extension with
Bonestroo, Rosene, Anderlik and Associates for Huber Park building design and
geotechnical work in the amount of $40,550.

RE: Huber Park Restroom/Storage Building Design Services
Dear Mark:
Thank you for this opportunity to provide professional design and construction administration
services for the Huber Park Restroom/Storage Building project. The following letter presents our
understanding of the project, scope of services, and fees.
Project Understanding
To meet the future needs of an increasing number of seasonal visitors to Huber Park, the City of
Shakopee will provide an approximately 1500 square foot unheated restroom and storage
building. The restrooms will serve the overall park, including the new community built
playground and the performance area. The restrooms will only be operational during the summer
months. The storage area will house materials and equipment related to the performance area.
The building will include a mechanical room containing the mechanical and electrical equipment
for the building and also containing the electrical controls and irrigation supply/control
equipment for the overall park. The materials for the building will harmonize with those of the
performance area, currently under design. Those materials are anticipated to be standing seam
metal roofing, cast in place concrete, and masonry. Sanitary and water services were stubbed into
the building area under a previous project andwill be extended to the building under this project.
Electrical services will be from a new service provided when SPUC undergrounds the power
lines currently running overhead through the park. The anticipated construction cost is $345,000.
The building is scheduled to be operational in time for the grand opening of the community built
playground in early October, 2005. In order to maximize potential construction cost savings, the
bidding and construction of this project will be included with the performance area and other
Huber Park improvements.

Consultants Scope of Basic Services
The design of this project will require professionals in the areas of architecture, landscape
architecture, civil, structural, electrical, and mechanical engineering. Bonestroo will provide all
services in-house, except mechanical engineering, which will be provided by our sub-consultant.
Mechanical engineering is included within our fee proposal.
Schematic Design Phase
We will prepare schematic design documents based on the mutually agreed-upon program,
schedule and construction budget. The schematic design drawings shall establish the conceptual
design of the project illustrating the scale and relationship of the project components. Two or
three ideas are generally brought forth at this phase so that they stimulate the maximum idea
exchange between the Owner and design team. This dialogue will generally lead to one scheme
that emerges as the preferred one and is often a blend of ideas from the original schemes and
ideas from the discussions.
We will prepare a preliminary construction cost estimate prior to submittal of schematic design
documents, for City approval, based on the mutually agreed-upon program. Bonestroo will
present the schematic design documents and preliminary construction cost estimate to the Park
Board and City Council, during which time we will document requested changes. We will then
follow up with revised drawings. We anticipate three meetings during the schematic design
phase.
Design Development Phase
Next, we will prepare design development documents based on the approved schematic design
documents and preliminary construction cost estimate. The design development documents will
include drawings and other documents as necessary to illustrate and describe the refinement of
the design of the project, establishing the scope, relationships, forms, size and appearance of the
project by means of plans, sections, elevations, and typical construction details.
An updated construction cost estimate will be prepared prior to submitting design development
documents for approval. We will present design development documents and updated
construction cost estimate and review with City staff. We will again document changes and
incorporate them into the final drawings. We anticipate two meetings in the design development
phase.
Construction Document Phase
We will prepare construction documents based on the approved design development documents
and updated construction cost estimate. The construction documents will detail the requirements
to construct the project and will include drawings and specifications that establish in detail the
quality levels of materials and systems required for the project.
During the Construction Document phase, with assistance from the City, we will develop and
prepare bidding and procurement information which describes the time, place, and conditions of
bidding; advertisement for bids; bidding forms; the form of agreement between the City and the

Contractor; and the conditions of the contract for construction. The construction documents will
consist of the project manual that includes the conditions of the contract for construction,
specifications, bidding requirements and other documents as may be necessary for the complete
and proper execution of the project. We anticipate that this project will be bid in conjunction
with other Huber Park improvements.
We will prepare a final construction cost estimate at approximately 80% complete construction
documents to help ensure the project design is within budget.
The construction documents and final construction cost estimate will be submitted for review
and approval by the City. We will help the City file the required documents for the approval of
governmental agencies/authorities having jurisdiction over the project. The City of Shakopee
will review plans for permits. We anticipate two meetings in the construction document phase.
Bidding Pha~e
Bonestroo will prepare and distribute the advertisement for bids. We will also prepare and
distribute bidding documents, including drawings and specifications, to prospective bidders. A
log of bidding document distribution will be maintained. We will prepare responses to questions
from prospective bidders and provide clarifications and interpretations of the bidding documents
to all prospective bidders in the form of addenda.
At the City's direction, we will organize and facilitate a pre-bid conference for prospective
bidders. Bonestroo will be responsible for organizing and conducting the opening of bids. We
will analyze all bids received and, based on the qualified low bidder, provide written
recommendation for contract award. We will help the City prepare Owner/Contractor Contract( s)
for the contract(s) awarded. Again, we understand that this project will be bid in conjunction
with other Huber Park improvements.
Construction Phase - Contract Administration Services
This phase commences with award of the initial contract for construction and terminates with
issuance to the City of the final certificate for payment.
Bonestroo will represent the City during the Construction Phase and will advise and consult with
the City. We will serve as the sole source of written communication between the City and
Contractor.
Based on the construction schedule furnished by the Contractor, we will make periodic site visits
to help ensure progress and quality of work is in conformance with the contract documents. We
will facilitate regularly scheduled construction progress meetings and prepare minutes of these
meetings to distribute to the City, Contractor and project design team.
During this phase we will work with the City to select, document, and distribute to the
Contractor color selections for all materials incorporated into the project.

We will review all certificates for payment and, based on observed construction progress,
determine if the amount requested is accurately represented. We will provide written
recommendation to the City indicating approval of the certificate for payment or reasons for
reducing the amount requested if that is deemed appropriate. We will see that all required lien
waivers and other required forms are received.
Bonestroo will review and approve shop drawings, samples and other Contractor submissions.
Work that is not in conformance with the contract documents will be rejected. In this. instance,
written notification will be prepared and distributed to the Contractor and City. We will also
prepare necessary proposal requests and change orders.
We will coordinate the final inspections with the Contractor and prepare a pre-final inspection
report listing items requiring additional work to be in compliance with the contract documents. A
certificate of substantial completion will be issued.
We will receive and review written guarantees and related documents for the proper maintenance
and operation of building systems assembled by the Contractor. Upon notification by the
Contractor, a final inspection will be conducted to verify all items have been corrected.
We will attend, witness, and document project startup and operation procedures as part of the
final inspection. We will review maintenance and operations manuals and issue to the City once
they are acceptable.
When all conditions of the contract documents have been completed by the Contractor, we will
review and recommend payment of final certificate for payment.
Geotechnical Services
Bonestroo will contract with American Engineering Testing (AET) to provide geotechnical
services for the project. These services include soil borings and geotechnical recommendations
for foundation design and a surcharge plan for preparing the building site for construction in the
late spring of2005.
We recommend that AET inspect the surcharge placement and monitor the settlement plates
prior to building construction to ensure that the building site is ready for the proposed
construction. Fees for these services are included in our proposed fee below. Testing of
compaction and materials during construction of the building will be performed by an
independent testing laboratory and included in the Contractor's responsibilities under the
Owner/Contractor contract.
Additional Services
Any services not covered in the previous paragraphs may be provided, as an additional service,
only if specifically requested and authorized in writing by the City.

Compensation
We propose to be compensated for the services outlined in the above scope of basic services on a
lump sum not to exceed basis as follows:
Design Phase Services: $27,600
Construction Administration Services: $6,400
Geotechnical Services (Design): $2,400
Geotechnical Services (Fill/surcharge/plate monitoring): $4,150*
Total $40,550
*Should the City prefer, they could contract directly with AET for the geotechnical services

Contract
If this proposal is acceptable to the City, we will prepare an Agreement Extension to our existing
contract with the City to perform this work.
