INTRODUCTION: The Public Works Department identified a need in the 2005 Capital Equipment Budget to purchase an additional mower that is designed to provide for safety and efficiency when mowing the steep slopes of right-of-ways, ditches and retention ponds. Typical Tractors are not designed to work onthe steep slopes where wet conditions create safety concerns for roll-overs. Our current tractor also gets stuck on a regular basis when working near the waters edge. BACKGROUND: Public Works purchased a John Deere 6400 Tractor in 1996 with rear mounted and side mounted flail mowers to mow the 5 mile long Upper Valley Drainage Ditch and rural road ditches in Shakopee. This mower works well for most operations but there are areas where the grades are to steep for this mower to operate safely. The amount of acreage that Public Works is responsible for maintaining has also increased with the addition of the linear ponds along Trunk Highway 169 and the regulations requiring storm water retention ponds in the new developments. Some of these ponds are publicly owned with the majority being privately owned where the city has a drainage easement for storm water and maintenance activities. In the privately owned ponds the city is required to clean the structures and remove accumulated sediment. The property owners are required to mow their property by city ordinance. Public Works has been working with residents to remind them of their obligation to mow these ponds and will continue to do so, but as you will notice when you drive throughout the city there are hardships that many residents endure. The largest concern, which is also our concern, is the steep grade of many ofthese ponds to safely operate a mower on them. Other concerns are mowing near the waters edge and the long distance required pushing the mower around the block to mow the opposite slope of the pond. Because ofthese hardships and the need to keep volunteer tree growth and weeds under control, especially at the waters edge, Public Works will be bringing a maintenance policy to council in the near future to address these issues. c Staffhas researched equipment to address our needs and has found a tractor that is gaining in popularity because it is designed to work specifically in these areas. The Terratrac by AEBI has a low profile design for steep slopes, flotation tires for working in soft ground conditions which minimizes turf damage and getting stuck, and has front and rear three point hitches for ease in changing equipment. The rear wing mower can easily be removed when the operator requires more stability to mow the steep slopes. Public Works had this mower demonstrated in the fall of2004 and the staff was impressed with the mobility and comfort level the Terratrac provides while operating in these tough conditions. Staff also connected our existing alley maintainer to the Terratrac to test its versatility to in other applications, such as alley maintenance, and found that it did an excellent job with this attachment. We also feel that equipment purchases need to be versatile enough to be used year round so we are requesting to purchase the 9 foot falls snow plow for snow removal operations. Scott County Public Works has a need for this type of mower and with the shared use agreement would like to schedule times that they could use it. We will also be scheduling the use of the county's track-ho for pond sediment removal this season. Staff had included a small track-ho with trailer in the 2005 Capital Equipment fund for Storm Drainage. It is staff's intent to work with the Scott County under the new equipment sharing agreement to utilize their track-ho to meet the city's needs. BUDGET IMPACT: Staffwill be utilizing State Bid pricing for this purchase: State Contract No. SEQ #725-104 Terratrac AEBI TT75 Basic Machine $56,945.00 All Options (manuals included) $11,826.00 Implements 1. 76" Front Flail Mower $ 6,964.00 2. Ferri Rear Mount Flail $ 7,630.00 3. Falls 9 foot Plow $ 3,450.00 4. Spare Tire & Rim $ 548.00 Total $87,363.00 Tax $ 5.678.60 Grand Total $93,041.60 Although this is slightly higher than our budget estimate of $90,000.00, staff believes for safety and operating efficiency this will be excellent purchase. Also staff did purchase a small mower/snow blower in the Park Maintenance Division for $30,000.00 earlier this year and had budgeted $60,000.00. Staff has budgeted $135,000.00 for a small track-ho with trailer for this year and would not purchase this piece of equipment if sharing of the county's track-ho meets the city's needs. ALTERNATIVES: 1. Authorize staffto purchase one new Terratrac AEBI TT75 as recommended for the purchase price of $93,041.60. 2. Authorize staffto purchase one new Terratrac AEBI TT75 without the Falls 9 foot Plow to keep the purchase under the budget estimate of$90,000.00. The new total to be $89,367.35. 3. Deny the request. 4. Table for additional information. If tabled, staff will have to wait for new state bid price with an estimated 5% increase. RECOMMENDATION: Staff recommends alternative number one.
