II to Graduate Engineer for Dale Gade DATE: April 5, 2005 INTRODUCTION: This agenda item is to request Council consideration on promoting Dale Gade from Engineering Technician II to Graduate Engineer. BACKGROUND: Per the Personnel Policy, Section 8, Appointments, a department head can request a promotion of employees if they are meeting the requirements of the additional position and there is a need for the position. In the Engineering Division of the Public Works Department, the City currently has an Engineering Technician II performing at a higher level than the current position and meeting the requirements of a Graduate Engineer position. Dale Gade has been working for the City full-time since April 12, 2004 and previously was an Engineering Intern for three years prior to full-time employment. Mr. Gade is a graduate Civil Engineer from the University of Minnesota in 2004. In the past four years that Mr. Gade has been with the City he has been involved in several traffic studies and traffic counting for meeting State Aid requirements and been involved in several mapping assignments, inspection of public improvements and involved in design projects. Other duties that Dale Gade has performed is map updates, assessment rolls, building permit reviews, drafting standards and assisting with feasibility studies. With Mr. Gade's studies at the University of Minnesota, he did have an emphasis on transportation and traffic related studies with a Civil Engineering degree. In addition, the Engineering Division does have a need for experienced Engineers/Technicians to perform its duties and for engineering personnel to take on more complicated engineering studies or tasks. For instance, more resources are needed in the area of traffic and transportation studies, due to the growth of the City and County. Attached to this memorandum, is a revised job description to meet the needs of the Engineering Division and needs Council approval. This job description has been evaluated by Rod Kelsey of Riley, Dettman & Kelsey to be in Grade 6 of the 2005 Pay Plan for non-contract employees. Staff would recommend Step F, Grade 6 of the Pay Plan be the pay for this promotion. Staff is recommending this promotion for the following reasons: . In order to stay competitive with the job market for Civil Engineering positions . Place this employee in the proper position with his qualifications . To meet the needs ofthe Engineering Division as the City grows. Budg:et Impact: Mr. Gade is currently at Step E, Grade 4 of the Engineering Technician's II pay grade and would be moving to the next step on April 12, 2005, which is his anniversary date. In review of the step increases to the next level and review of other Graduate Engineers in the surrounding areas, staff is recommending that Mr. Gade be placed at Step F, Grade 6 for a Graduate Engineer position. The budget impact for 2005 by promoting this employee will be approximately $4,600.00. These additional funds would come from the Engineering Division budget. The cost of the new computer upgrade was $4,600.00 less than budgeted, thus funds exist in the budget to cover the additional expense. ALTERNATIVES: 1. Approve a motion to promote Dale Gade to Graduate Engineer, at Step F, Grade 6 in the City's Non-Union Pay Plan, effective April 12, 2005, upon approval by the City Council. 2. Do not promote Dale Gade at this time. 3. Approve the revised job description for Graduate Engineer. 4. Do not approve the revised job description for Graduate Engineer. 5. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1 and No.3. ACTION REQUESTED: 1. Remer Approved by: City Council, 4/5/05 Salary Level: Grade 6 Starting Salary: SUMMARY Performs entry-level professional engineering work; identifies and solves normal work-associated problems, works under moderate supervision ofthe Assistant City Engineer. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Assist in the review of preliminary plats, preliminary utility plans, grading plans, final plats, construction plans, drawings, and specifications submitted by consultants, engineers, and developers to determine whether they conform to City comprehensive plans, guidelines, policies, ordinances and engineering standards as assigned. Assist in the monitoring and control of the planning and coordination of public improvement projects. Assist in development of standards and policies for the design/maintenance of the City's public improvements. Assist in the preparation of preliminary and final engineering plans as directed for various municipal projects with computer-aided design software and drafting techniques. Involves researching field notes, developing survey and legal description information, making layouts, drawing preliminary plans, calculating quantities and estimated costs, and preparing final construction drawings. Perform project inspections to insure compliance with plans and specification. Coordinate with contractors including the preparation oflayout and drawings, staking projects, interpreting plans or drawings as necessary, and making notes on the process of the work and materials used. Assist in the development and recommend procedures, policies and ordinances to accomplish objectives of the Engineering Division. Review work of consultants assisting in planning, design and construction activities, right-of-way acquisition, and legal activities and infrastructure management activities. Ensure engineering information is adequately managed through files, microfilm, record plans and computer systems. Assist in identifying and resolving the needs of the customer (coworkers, employees of other jurisdictions, the public, or anybody who is affected or benefited by the work). Assist in the preparation of assessment rolls and the administration ofthe assessment process. Assist in implementing engineering activities conducted by the Public Works Division. Prepare and or review traffic studies for developments within the City. Prepare and present intersection control studies and coordinate traffic improvements with the City's Transportation Plan and perform field investigations to ensure that traffic controls are consistent with City policies and the Minnesota manual on Uniform Traffic Control Devices (MMUTCD). Perform other duties and responsibilities as apparent or assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. CERTIFICATES, LICENSES, REGISTRATIONS Must possess valid driver's license. Registration as an Engineer in Training (EIT). DESIRABLE SKILLS AND ABILITIES Knowledge of engineering standards, construction techniques, municipal development procedures and practices, the Manual on Uniform Traffic Control Devices, and other State and Federal Traffic Engineering Manuals. Proficient in computer-aided design software, pavement management system, Microsoft Power:-Point, and a Geographic Information System. Ability to demonstrate completeness, accuracy, and timeliness in plan review, written reports and supporting data. Ability to demonstrate effective membership in a departmental work group by being self-directed, accepting new and challenging assignments and by completing assignments and meeting deadlines. Ability to communicate clearly and effectively, both orally and in writing with citizens, property owners, developers, consultants, contractors, members of boards, commissioners and task forces, representative of other public agencies, city employees and officials. Ability to coordinate projects performed by consultants with other review/regulatory agencies.
