SUBJECT: Assistant to City Administrator Hire

INTRODUCTION:
The Council is asked to authorize the hire of Kristine Lyndon Wilson as the Assistant to
the City Administrator.
BACKGROUND:
The Assistant to the City Administrator position has been vacant since Tracy Schaefer
left employment with the City in September, 2004. At about the time that the position
was ready to be advertised, Economic Development Coordinator Paul Snook announced
his resignation to take another job with the City of St. Paul.
That created an opportunity to reexamine the structure of those two positions, and other
unmet needs within the City. After much discussion, it was determined that the positions
should be combined, reducing the EDA function to halftime, and having the general
portion of the Assistant position also be halftime.
Ajob description was created, and advertisements were made. Fifty applications were
received, and on March 21 st, five candidates were interviewed by a panel made up of
Community Development Director Michael Leek, Jordan City Administrator Linda Waite
Smith, and myself.
After the interviews, it was determined that Kris Wilson was the best qualified. She
holds a Masters Degree in Public Policy from Rutgers University in New Jersey. For the
past four years has been employed as a Government Relations Specialist with the
Association of Metropolitan Municipalities. Prior to that, she had worked for nearly
three years as a Research Associate for the Citizens League.
BUDGET IMPACT:
The advertised start was $47,194. She is willing to start for that amount; we negotiated
an increase to the second step after six months ($49,478), rather then the normal one year.
Subsequent step increases will be in 12 month increments. We negotiated that she accrue
vacation at three weeks' rate (two weeks, plus the extra week that is standard as an
exempt employee). She would start with one week of vacation "on the books".
RECOMMENDATION:
I recommend that Kris Wilson be hired as the Assistant to the City Administrator
position, pending successful completion of the background investigation and pre-
employment physical.
If approved by Council, her start date would be April 25th.
ACTION REQUIRED:
Ifthe Council concurs, it should, by motion, authorize the hire of Kristine Lyndon
Wilson as Assistant to the City Administrator position, effective April 25th, with the
provisions outlined in this memo.
