SUBJECT: Parking Control Signage on 4th Avenue, from
Shenandoah Drive to c.R. 83

INTRODUCTION:
This item is for Council authorization for the placement of parking control regulatory
SIgnS. The installation of any regulatory sign for traffic or parking control must be
approved by City Council, per City ordinance.
BACKGROUND:
The placement of regulatory traffic control signs is regulated by ordinance and the City
Council must authorize any changes, as per Chapter 7, Section 7.03 of the City Code.
In 2002 meetings with the Planning Commission and City Council, relating to approvals
with Certainteed and their expansion, the issue of parking semi-trailers on 4th Avenue has
been discussed. At the March 6, 2002 meeting, the Council gave direction to begin
enforcement of no parking.
The Police Department reviewed the current situation and has requested that additional
signs be placed to properly enforce no parking regulations. Per Chuck Rickart ofWSB &
Associates, Inc., the proposed signage should be no parking on both sides of 4th Avenue.
Attached is a signage map on 4th Avenue showing the existing signs. It is proposed to
place transition arrows to designate no parking along 4th Avenue on existing signs or
place new signs if necessary.
ALTERNATIVES:
1. Approve a motion to restrict parking on both sides of 4th Avenue, from Shenandoah
Avenue to C.R. 83, and direct staff to implement the necessary signage to restrict
parking.

RECOMMENDATION:
Staff recommends Alternative No.1, to install no parking signage on 4th Avenue, from
Shenandoah Drive to C.R. 83.
ACTION REQUESTED:
Approve a motion to restrict parking on both sides of 4th Avenue, from Shenandoah Drive
to C.R. 83, and direct staff to implement the necessary signage to restrict parking.
