Michael Leek, Community Development Director SUBJECT: GIS/IT Position - Asset Management MEETING DATE: April 5, 2005 Workshop INTRODUCTIONIDISCUSSION: The Council previously approved the concept of adding a third position to the Information Technology (IT) division. As originally discussed, this position would be split between GIS-related work and general IT support. Since that original discussion, it has become more clear that building, maintaining, and utilizing the GIS database will require the vast majority ofthis position's time. In order to make the asset management strategy laid out by Public Works Director Bruce Loney work, it will require 1) the development of an extensive GIS database, and 2) ongoing updating and maintenance of that database. While public works staffwill do much of the work of collecting the data, the person filling GIS/IT position will need to have the skills to work with public works staff, and build a database consisting largely of utilities asset data. Mr. Loney has talked about the process of building the database as up to a three-year process. For the reasons stated above, the draft position description has been re-drafted to reflect the skills, and time commitment that is expected. Michael Leek, Community Development Director Prepared Date: 03/31/2005 Approved By: City Council Approved Date: Salary Range: Hiring Range: POSITION SUMMARY: The primary duty ofthe GIS/IT Specialist is to work with the IT Coordinator, Public Works staff, and other city departments as necessary to; . Develop the City's geographic information system (GIS) database(s); . Update the GIS database; . Otherwise maintain the GIS database; . Work with various city departments to develop productive uses for the GIS databas~ and mapping capabilities; and I . Assist other city staff to develop competence in the use of available GIS tools. I In addition, where necessary, the GISIIT Specialist may be called on to provide back up to the IT Coordinator and IT Specialist in the maintenance support for PCs, printers, and other IT-relkted equipment and software. The position performs other information system functions as assigned to ensure effective utilization of automated data processing. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. . Create spatial and non-spatial GIS data sets in cooperation with the IT Coordinator'IPublic works staff, and other city departments, and maintain the integrity of data sets by keeping I data current and accurate. I . Work with other city departments and external agencies to incorporate their data sefs and needs into the city's GIS system and applications. I . Produce graphics, maps, charts, and other documents using GIS for both internal and external customers of the city. I . Assist in the installation and upgrading of GIS software, processing of source data, and the 2 execution of data conversions. . Maintain documentation of GIS applications and procedures. . Provide training assistance in the operation of GIS and other, related software applications as directed. . Regularly attends LOGIS GIS user group meetings, and other meetings as directed. . Provides "help desk" back up to the IT Coordinator and IT Specialist at the direction of the IT Coordinator. MINIMUM QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION - Associate's degree (A.A.) in computer science, engineering, or related field. Two to three years of full-time, permanent information technology_experience in a governmental setting or other organization having similar information technology needs. . EXPERIENCE - At least one year experience with ArcView, Arc Info, and/or other ESRI GIS products and tools, preferably in a municipal government/engineering and public works setting with general knowledge of surveying, mapping, and photogrametric techniques. 0 Ability to build GIS database, and operate GIS systems, including digitally collected topography and terrain models and land databases. 0 Two years IT experience including hardware and software applications, and Microsoft Windows and other office applications. . LANGUAGE SKILLS Ability to read and interpret documents such as operating and maintenance instructions, and procedure manuals-Ability to communicate verbally and in writing effectively with employees and the public. . MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. . REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to carry ouUnstructions furnished in written, oral, diagram, or schedule form. . CERTIFICATES, LICENSES, REGISTRATIONS The applicant must have a valid Minnesota driver's license. MSCS certification is desirable. . OTHER SKILLS AND ABILITIES Demonstrates a conceptual understanding of the City's information technology environment, information systems technology platforms relative to various city functions, emerging trends in the field of information technology and the ability to apply this understanding in solving 3 problems, and meeting the City's future technology needs. Has a broad understanding of the . role, functions, and responsibilities of city government. Demonstrates the ability to establish and maintain working relationships with co-workers and the public. Must maintain confidentiality as required by the Minnesota Data Practices Act.
