SUBJECT: Resignation and Resolution of Appreciation - John M. Flynn
DATE: April 25, 2005
INTRODUCTION:
Council is asked to accept the resignation of Sergeant John Flynn, effective May 6, 2005.
Council is also asked to consider Resolution No. 6228, a Resolution of Appreciation to
Sergeant John M. Flynn.
BACKGROUND:
Sergeant Flynn began his employment with the City of Shakopee on November 20, 1978,
as a police officer. Sergeant Flynn has served the City well over the years and will be
truly missed for his valuable experience, leadership and knowledge of the City.
Sergeant Flynn will not be in attendance at the Council meeting and the Resolution will
be presented to him at a later date.
ACTION REQUESTED:
lfthe Council concurs, it should accept John Flynn's resignation with regret and
offer Resolution No. 6228, a Resolution of Appreciation to Sergeant John M~ Flynn, and
move its adoption.

Re: Notice of retirement -
Please accept this notice of my intent to retire from the Shakopee Police Department. My
last day of service will be Friday, May 6th, 2005. It has been a privilege to serve the
citizens of my hometown as a Shakopee police officer.

RESOLUTION NO. 6228
A RESOLUTION OF APPRECIATION TO JOHN M. FLYNN
WHEREAS, John Flynn began his honorable police career with the City
of Shakopee on November 20, 1978, as a Patrol Officer and was promoted to
Sergeant in 1995; and
WHEREAS, Sergeant John Flynn has enthusiastically and
conscientiously demonstrated quality leadership to our rapidly growing and
changing community; and
WHEREAS, Sergeant Flynn has made a significant impact on our Police
Department by becoming our first officially trained Firearms Instructor in 1988,
and our first formally trained Field Training Officer in 1989; and
WHEREAS, Sergeant Flynn was also responsible for the establishment
of Scott County's first Special Incident Response Team (SIRT) in 1990; and
WHEREAS, Sergeant Flynn was the recipient of the department's first
ever Officer-of-the- Y ear A ward for his career-long contributions and his
leadership role during a transitional period in 1998 when the department was
losing many experienced supervisors and officers, including the chief of police,
to retirement; and
WHEREAS, Sergeant Flynn has resigned his position with the City of
Shakopee effective May 6, 2005.
NOW THEREFORE, BE IT RESOLVEDby the Shakopee City
Council on behalf of the residents of Shakopee and on behalf of the Shakopee
Police Department and City staff, that the Shakopee City Council does hereby
extend to John Flynn the deep appreciation of the City for his twenty-six and
one-half years of dedicated service to our community.
Adopted in Regular Session of the City Council of the City of Shakopee,
Minnesota, held this 3rd day of May, 2005.
