Subject: Hiring Natural Resource Specialist
INTRODUCTION
City Council is asked to hire Ryan Hughes for the position of Natural Resource
Specialist.
BACKGROUND AND DISCUSSION
City Council accepted the resignation of Natural Resource Specialist Terry Meiller in
November 2004, and also authorized filling the position. We advertised for the position in
February, and completed the recruitment process this month.
We received 52 applications for the position, interviewed six candidates in the first
round, and two finalists. Kathy Gerlach (Chair of the Environmental Advisory Committee)
and Andrea Weber (Park and Landscape Designer) participated in the interview process.
I would like to thank each of them for their contributions.
RECOMMENDATION
I am recommending that Ryan Hughes be hired for the position of Natural Resource
Specialist. Mr. Hughes is currently an Environmental Biologist for WSB and Associates.
He has an extensive background in natural resource planning, environmental review,
wetland delineation, tree inspection, erosion control, stormwater management, water
quality, and GIS/surveying. He has a degree in Conservation Biology from the University
of Minnesota.
In recognition of Mr. Hughes' current compensation that consists of salary, bonus, and
profit sharing, I am recommending that he be hired at Grade 6, Step D ($47,194). After
six months of satisfactory performance, his pay would move to Grade 6, Step C
($49,369) and continue to Step B on his one-year anniversary date. His tentative start
date is June 6. This action is contingent on successful pre-employment screening.
REQUESTED ACTION
If Council concurs, move to hire Ryan Hughes as Natural Resource Specialist at Grade
6, Step D ($47,194), effective on our about June 6,2005, contingent upon successful
pre-employment screening.
