SUBJECT: Relocation of Existing Overhead Power Lines on
Valley View Road, from the Greenfield Addition to C.R. 83

INTRODUCTION:
Associated with the Valley View Road Improvement Project and the development of
Park Meadows and Park Meadows East, the existing overhead power lines along Valley
View Road will need to be relocated. This agenda item is for City Council to consider
whether or not to relocate the existing power lines overhead or to have them placed
underground with this project.
BACKGROUND:
The City Council has conducted a public hearing and ordered plans and specifications for
the Valley View Road Project, from the Greenfield Addition to C.R. 83, Project No.
2004-3. Also, on the agenda for May 17, 2005 is the approval of plans and specifications
for this road project and to order the advertisement for bids. Recently, the City has
worked with Pulte Homes on the Park Meadows East project which has preliminary plat
approval. Pulte Homes has indicated that easements will be made available for Valley
View Road construction. With these easements, staff can proceed with plan approval and
advertisement for bids and bring the issue of relocating the existing overhead power lines
to Council.
With the reconstruction of Valley View Road to a 44-foot wide paved urban roadway,
with bituminous trail, the existing overhead power lines will need to be relocated. Per the
City's Right-of-Way Management Ordinance, if an existing overhead power line is
relocated 300 feet or more, the City has the discretion to require the existing overhead
power line to be placed underground or to remain overhead. This roadway project is
approximately ~ mile in length.
Per Joe Adams, of Shakopee Public Utilities Commission (SPUC), the cost to place the
lines underground for Valley View Road is approximately $67,500.00 and to relocate the
existing overhead power lines is $17,000.00. Attached to this memo is a memo from Joe
Adams on this cost. SPUC has recently approved a funding mechanism and policy to pay

for undergrounding existing overhead power lines, if required by the City. In SPUC's
Capital Improvement Program (CIP) the relocation and upgrade projects in this eIP does
show $67,500.00 in the year 2005 for relocation of power lines on Valley View Road. In
review of the last Valley View Road Project, Council did require the existing overhead
power lines to be placed underground.
ALTERNATIVES:
1. Approve a motion requiring the existing overhead power lines along Valley View
Road, from the Greenfield Addition to c.R. 83, be relocated underground.
2. Do not approve a motion requiring the existing overhead power lines along Valley
View Road, from the Greenfield Addition to C.R. 83, be relocated underground.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend that City Council discuss the issue and make a determination on
whether to underground the existing overhead power lines or relocate the existing power
lines. In staffs opinion, the overhead power lines along Valley View Road have been
placed underground in the recent Valley View Projects, and the areas affected by the
undergrounding of these power lines are both residential areas.
ACTION REQUESTED:
Approve a motion determining whether the existing overhead power lines along Valley
View Road, from the Greenfield Addition to C.R. 83, remain an overhead line or be
placed underground.

The Utilities Commission will be informed of the decision to proceed with this project in
2005 at their May 16th meeting.
The estimated cost to relocate the three-phase circuit along Valley View Road through
theJength of the project is approximately $17,000 if done overhead and $67,500 if done
underground.
Please advise the Council of these facts,. as we request direction under the terms of the
city's right of way management ordinance on ifthe relocated facilities will be required to
be placed underground. Per the Utilities Commission policy, if the Council. decides to
order the facilities relocated underground then the additional cost to do so will be
collected by a separate line item energy charge on all SPU electric customer accounts
within the city limits.
