SUBJECT: Consider Approving Plans and Ordering Advertisement for
Bids for V alley View Road Improvements, from the East Plat Line of the
Greenfield Addition to c.R. 83, Project No. 2004-3

INTRODUCTION:
Attached is Resolution No. 6240, which approves the plans and specifications and
authorizes staff to advertise for bids for the Valley View Road Improvements, from the
East Plat Line of the Greenfield Additi()n to C.R. 83, Project No. 2004-3.

BACKGROUND:
On December 16, 2003, City Council ordered the preparation of a feasibility report for
improvements to Valley View Road, from the East Plat Line of the Greenfield Addition
to C.R. 83.
On March 16, 2004, Council adopted Resolution No. 6025, a resolution receiving a
feasibility report and calling for a public hearing on the Valley View Road
Improvements. On April 20, 2004, a public hearing was held and at that meeting, City
Council did adopt Resolution No. 6039, a resolution ordering the improvements and the
preparation of plans and specifications for this project.
Staff anticipates receiving a roadway easement from Pulte Homes for Valley View Road,
adjacent to the Park Meadows East plat, prior to final plat submittal. By receiving the
roadway easement early, the City can move ahead with the Valley View Road
improvements, prior to final plat approval of Park Meadows East.
WSB & Associates, Inc., the City's consultant engineer on this project, has completed the
plans for the proposed improvements and would request that City Council approve the
plans and authorize advertisement for bids, with the intent to have the bids be considered
at the June 21,2005 Council meeting for the work to be done yet this summer. Due to
Chapter 429 requirements, the City must advertise the project for 21 days. The bid
opening is scheduled for Monday, June 20, 2005. As a result staffwill have a memo on
the table for Council to consider at the June 21,2005 Council meeting.
ALTERNATIVES:
1. Adopt Resolution No. 6240, A Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids for the Valley View Road Improvements,
from the East Plat Line ofthe Greenfield Addition to C.R. 83, Project No. 2004-3.
2. Deny Resolution No. 6240.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to approve plans and specifications in order to
proceed with this project, as outlined in this memo.
ACTION REQUESTED:
Offer Resolution No. 6240, A. Resolution Approving Plans and Specifications and
Ordering Advertisement for Bids for the Valley View Road Improvements, from the East
Plat Line of the Greenfield Addition to C.R. 83, Project No. 2004-3, and move its
adoption.

And Ordering Advertisement For Bids
For The Valley View Road Improvements,
From The East Plat Line Of The Greenfield Addition
To County Road 83
Project No. 2004-3
WHEREAS, pursuant to Resolution No. 6039 adopted by City Council on April 20, 2004,
Bruce Loney, Public Works Director has prepared plans and specifications for improvements for
the Valley View Road Improvements, from the East Plat Line of the Greenfield Addition to C.R. 83
which includes the installation of sanitary sewer, watermain, storm sewer, street reconstruction,
aggregat6 base, bituminous paving, curb & gutter, bituminous trail and any appurtenant work, and
has presented such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
