No. 7262 1 -1•13• 9 r City of Shakopee e Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator SUBJECT: 2013 Wages and Salaries for Part Fire Department Employees DATE: November 30, 2012 Introduction The City Council is asked to adopt the attached resolution, setting pay for the part -time employees and officers of the Shakopee Fire Department for calendar year 2013. Background The hourly wage for paid -on -call firefighters was increased from $10.00 to $10.50 per hour effective January 1, 2012 for all but first -year firefighters, who remain at a starting wage of $10.00 per hour. No further increase is recommended for calendar year 2013. Similarly, no change is recommended to the annual salaries paid to those holding part -time officer or specialty positions. Council is simply asked to authorize payment of the existing amounts for another year. Incentive Pay Lastly, Council is also asked to authorize continuation of the Department's incentive pay program for a second year. New for 2012, the program established a twelve -month period of November 1— October 31 and awarded firefighters meeting certain attendance thresholds with an additional per hour amount as follows: Attendance Incentive Pay 50 — 59% + $0.50 per hour 60 — 74% + $0.75 per hour 75% + + $1.00 per hour As a reminder, all firefighters are required to maintain at least a 35% attendance rate. Incentive pay for the November 1, 2011 to October 31, 2012 time period was just distributed earlier this week. A total of 25 firefighters qualified for the incentive pay, with the average amount equaling $240 before taxes. The total cost to the City was $6,000. A very early assessment of the incentive pay program indicates that it did not significantly alter attendance rates. However, the program does recognize and compensate those who go above and beyond the minimum required attendance rate. Therefore, Chief Coleman and recommend that it be continued for another year. Budget Impact The Fire Department's 2013 operating budget provides sufficient funding to continue the current wage and salary amounts for another year. Relationship to Vision A fair and reasonable compensation system contributes to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and professional employees. Requested Action: If the Council concurs, it should offer Resolution No. 7262, a resolution adopting the 2013 Pay Plan for Part -Time Employees of the Shakopee Fire Department, and move its adoption. RESOLUTION No. 7262 A RESOLUTION ADOPTING THE 2013 PAY PLAN FOR PART -TIME EMPLOYEES OF THE SHAKOPEE FIRE DEPARTMENT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2013 payable to officers of the Shakopee Fire Department, in the following amounts. Position Authorized # 2013 Salary Assistant Chief 1 $5,100 Deputy Chief of Training 1 $4,590 Deputy Chief of Engineering 1 $4,590 Captain 2 $2,350 Lieutenant 4 $2,040 Station Engineer 2 $1,730 SCBA Coordinator 2 $1,530 BE IT FURTHER RESOLVED, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2013 payable to paid -on -call firefighters, in the following amounts. Position New Hire After 12 mos. Paid -on -Call Firefighter $10.00 per hour $10.50 per hour BE IT FURTHER RESOLVED, that the following incentive pay program shall be established based on each firefighter's attendance at calls, drills and meetings between the dates of November 1, 2012 and October 31, 2013: Attendance Incentive Pay 50 — 59% + $0.50 per hour 60 — 74% + $0.75 per hour 75% + + $1.00 per hour BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2013.
