No. 7260 1.3• • City of Shakopee MEMORANDUM d, !! , r 6�, TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator,- -' SUBJECT: Adoption of 2013 Pay Plan for Non -Union Employees and Elected Officials DATE: November 30, 2012 Action Requested The City Council is asked to adopt the 2013 pay plan for the City's non -union employees, which reflects a 2% general wage increase effective January 1, 2013, and extend the existing salaries for elected officials. Background Full -Time, Non -Union Employees The attached pay plan establishes wages and salaries for the City's full -time, non -union employees, as well as three listed positions which are currently authorized as part- time - -- Communications Coordinator (25 hr. per week), Evidence Technician (20 hr. per week) and Engineering Secretary (30 hr. per week). The attached plan reflects staff's recommendation for a 2% general wage increase over current rates. The City has settled contracts with all three of its union groups granting union employees a 2% wage increase effective January 1, 2013. Furthermore, funding for a 2% increase for both union and non -union employees was included in the preliminary budget for 2013. Elected Officials The attached Resolution also extends the existing salary amounts for the positions of Mayor and City Councilor, which remain unchanged since 2006. Recommendation I recommend adoption of the attached pay plan. Relationship to Vision A fair and reasonable compensation system contributes to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and professional employees. Requested Action If the Council concurs, it should offer Resolution No. 7260, a resolution adopting the 2013 Pay Plan for Certain Non -Union Employees of the City of Shakopee and authorizing 2013 salaries for elected officials, and move its adoption. RESOLUTION No. 7260 A RESOLUTION ADOPTING THE 2013 PAY PLAN FOR CERTAIN NON -UNION EMPLOYEES OF THE CITY OF SHAKOPEE AND AUTHORIZING 2013 SALARIES FOR ELECTED OFFICIALS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2013 payable to the duly appointed non -union employees of the City of Shakopee, in accordance with the attached 2013 Pay Plan, with an effective date of January 1, 2013. BE IT FURTHER RESOLVED, that the salary for the position of Mayor shall be $7,854.00 per year and the salary for the position of City Councilor shall be $6,714.96 per year, payable in 13 equal installments at even intervals throughout the year. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2013.
