SUBJECT: Consider Parking Control Change on Holmes Street and Lewis Street, south of
Second Avenue from 8 hours to 2 hour Parking
DATE: December 4, 2012
ACTION SOUGHT:
For City Council to approve a motion approving two hour parking on the west side of Holmes
Street, south of Second Avenue; and the east side of Lewis Street, south of Second Avenue as
outlined in this memo and the attached drawing.
BACKGROUND:
In 2011, the Traffic Safety Review Committee (TSRC) recommended parking changes in the
downtown area to be more consistent and more enforceable for the area. In general, the streets
north of Second Avenue in the Central Business District were provided with two hour parking
along City streets and the areas south of Second Avenue in the Central Business District were
generally eight hour parking along City streets with exceptions by Stan Museum and the Library.
This past year, staff has received requests from Dr. Daniel McGraw who is building a new
building on Lewis Street and Mr. Rob Breding who owns the building at 205 Lewis Street
requesting two hour parking for these areas. Also, staff has received a request from Jessica Case
the owner of Tupelo's on 210 Holmes Street requesting two hour parking in order to allow
customer access adjacent to her business.
Traffic Safety Review Committee did review the traffic and the parking change requests on
November 21, 2012 and had the following recommendations:
o TSRC recommends two hour parking on the east side of Lewis Street from Second
Avenue to the alley on Lewis Street.
o Another recommendation is to allow two hour parking on the west side of Holmes Street
from Second Avenue to the alley on Holmes Street.
o Parking exemptions will be granted for those with a handicap parking permits.
These recommendations are also shown on your drawing in which staff would recommend
adopting this drawing to allow the parking control change.
ALTERNATIVES:
1. Approve a motion approving a parking control change as depicted on the attached
drawing on the west side of Holmes Street and the east side of Lewis Street with parking
exemptions granted for those with a handicap parking permit.
2. Do not approve the parking changes.
3. Table for additional information.
BUDGET IMPACT:
The budget impact is very small as only three signs will be needed to accomplish the parking
change for both streets.
RECOMMENDATION:
The Traffic Safety Review Committee does recommend Alternative No. 1.
RELATIONSHIP TO VISIONING:
This supports Goal E: "Deliver effective and efficient public services by a staff of well- trained,
caring and professional employees ".
ACTION REQUESTED:
Approve a motion approving a parking control change as depicted on the attached drawing on
the west side of Holmes Street and the east side of Lewis Street with parking exemptions granted
for those with a handicap parking permit.
