CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Meeting Date: November 20, 2012 Subject: Facility Improvement Projects ACTION SOUGHT If City Council concurs approve the maintenance and painting of the exterior of the Community Center and installation of a sprinkler system at the SandVenture Aquatics Park utilizing funds from the Park Asset Fund. INTRODUCTION The City Council is asked to approve the funding to complete maintenance and paint the exterior of the Community Center and upgrade the SandVenture Aquatic Parks fire alarm system to a dry sprinkler system. BACKGROUND Over the past few years the City Council has approved a variety of improvement projects to the interior of the Community Center and in 2011 a new roof was installed. Staff recommended painting and maintenance to the exterior of the building in 2007 at which time the City Council postponed the project. In 2013 the Community Center will be 18 years old. The exterior concrete panels of the building now require maintenance. Postponing the maintenance and painting further will result in further deterioration of the exterior panels. During the construction of the SandVenture Aquatic facility in 2007 the City chose not to install a sprinkler system in the building due to the cost of the entire project at the time. A fire monitoring system with smoke alarms was installed instead. The building is 3,428 square feet and was above the threshold at the time of 2000 square feet to have a sprinkler system installed. DISCUSSION The exterior of the Community Center is made up of push up concrete panels. Between each panel is a crack that is filled with caulk. The exterior of the building is aging and many of the panels have small cracks that require filling. The caulk between many of the panels is deteriorating or nonexistent. In addition, the exterior of the Community Center has also not been painted since it was constructed in 2005. The paint is faded and worn. The areas that were once maroon in color are now pink. The building has also been graffitied a number of times which is very noticeable. The graffiti remover and the cover up paint do not match the original paint. The proposed new paint includes a graffiti resistance chemical. The upgrading of the fire system at the SandVenture Aquatic Park is being requested because of the high number of service calls that we have over the course of the year. Currently the building is monitored by Simplex Grinnell and they call a City staff person if there is any type of a trouble signal with the smoke detectors. Staff gets called multiple times each year and in a lot of cases multiple times a week or a day. If there is a fire alarm Simplex contacts the fire department first and then the designated staff person. The smoke detectors in the building are very sensitive to wind and dust which is what causes a trouble single. We also have to replace a number of heads each year due to failure. Staff has been working with the Fire Marshal for a few years to try to rectify the ongoing issues with the monitoring system. The best recommendation is to install the sprinkler system. The sprinkler system will still require monitoring like our other city facilities however it should eliminate the trouble signals and high volume of service calls. The sprinkler system recommended is a dry system so that the building does not have to remain heated throughout the year. It will require a small heat source near the pipe coming into the facility. Staff would like to begin these projects in the spring of 2013 with a complete date of May 24, 2013. The May 24 completion date is two weeks prior to the pool opening for the season. It is anticipated that both projects would take one -two weeks and should not disrupt the operations of each facility. COST AND FUNDING The estimated cost to paint the exterior of the Community Center is $65,000. The price includes removing the existing caulk, caulking the cracks and joints and painting the entire facility (24,497 square feet). The cost to upgrade the sprinkler system at the SandVenture Aquatic Park is approximately $15,000. There will still be an annual monitoring cost of the sprinkler system that will increase by approximately $300 per year above our current contract costs. It is anticipated that the sprinkler system will have approximately a seven year payback based on the amount paid for service calls (charges above and beyond the contract amount) in 2010 -2012. The amount paid for service calls does not include the cost of fire calls. In 2010 the amount paid for service calls was $3138 and there were three fire calls, the amount paid in 2011 was $944 and there were 4 fire calls and the amount paid in 2012 so far has been $2364 with one fire call. If a sprinkler system or different monitoring system is not installed the City will continue to pay a large amount for service calls. Beginning in 2012 the Community Center and SandVenture Aquatic Park's building rent is allocated to the Park Asset Fund. The Park Asset Fund is utilized to provide improvements and repairs to parks and recreation facilities. The current balance of the Park Asset fund is $1,427,000. Staff submitted to the City Council a five year plan for the Park Asset Fund in the summer of 2012. The Community Center exterior maintenance and painting and the upgrading of the sprinkler system at SandVenture Aquatic Park were not included on the five year plan as they were intended to be brought forth as specific discussion projects. The building paint is original to the building (17 years old) and the paint is faded and worn. The areas that were once maroon in color are now pink. The building has also been graffitied a number of times which is very noticeable. The graffiti remover and the cover up paint do not match the original paint. The proposed new paint includes a graffiti resistance chemical. In addition, the exterior caulking between the precast wall panels is cracking and separating and will require repair prior to painting. Any other cracks found in the precast wall will be caulked prior to painting. Estimated Cost of Request $ 65,000.00 Departments Benefitting Parks, Recreation & Natural or Cost Sharing Resources Potential Revenue and Funding Source should be the Parks and Recreation Asset Fund. A more Source of Revenue to appealing building could generate new members for additional revenue to the Fund Project. Community Center. The current system has smoke sensors and Simplex Grinnell monitors the sensors. Since the new building was constructed the sensors have been very high maintenance and staff gets multiple calls from Simplex at all hours of the day and night. In addition the sensors wear out and need to be replace frequently by a simplex technician. The City spends a great deal on service calls each year. The sprinkler system would still be monitored however the trouble signals would be nearly eliminated. Based on the amount paid in service calls in 2010 -2012 the sprinkler system will have approximately a 7 year payback.
