L CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Meeting Date: November 20, 2012 Subject: Concept Plan Approval for Parcel 75 Park ACTION SOUGHT The City Council is asked to approve Concept Plan A for the Parcel 75 Park and direct staff to obtain citizen comments prior to final design. INFORMATIONAL ITEM: The City Council is asked to review the concept plans for Parcel 75 and provide staff with direction on how to proceed with the design and construction of the park. BACKGROUND: On May 21, 2012 the Parks and Recreation Advisory Board and the EAC held a joint meeting to discuss the uses and concepts of a park on Parcel 75. After a great deal of discussion the EAC and PRAB voted 8 -3 to recommend a preliminary site plan including a dog park, trails, parking area and the future 3rd fire station to the City Council. The EAC and PRAB also recommended that the hockey rink be located south of Southbridge Parkway or to a different location within the Southbridge development and reduce the parking area proposed by the dog park. The PRAB directed staff to determine the location of the hockey rink and bring the location back to the PRAB for review. Staff reviewed a number of the possible options for a hockey rink location in the Southbridge area. It was very difficult to find a location that will properly accommodate a hockey rink due to the high voltage power lines and the clearance requirements. For maintenance purposes it is ideal that the hockey rink be constructed north to south. Staff presented two different preliminary site plan options to the PRAB for discussion on September 24, 2012. Both plans moved the hockey rink to the south side of Southbridge Parkway and had the rinks going east to west. The plan options also minimized the parking area on the north side. The plans also increased the acreage of the dog park to make the size more desirable based on past input (5+ acres is desired). In both layouts the hockey rink was constructed going east to west which is not ideal for maintaining ice. The PRAB felt the hockey rink is important to this area but wants to construct it properly and therefore made a motion to place the hockey rink back on the north side of Southbridge parkway going north to south. In addition to the amenities, the EAC directed staff to obtain quotes to conduct an environmental assessment of Parcel 75 and determine the effects of the proposed concept plan on the site. On July 11, 2012 the EAC chose not proceed with the environmental assessment based on the cost and the facts that the area in question for the dog park had been previously disturbed. However, on October 24, 2012 the EAC changed their minds and recommended that the City Council consider conducting an Environmental Impact Study on the site. DISCUSSION Concepts A and B are the recommended concept plans of the PRAB. The plans both include the hockey rink on the north side of Southbridge Parkway going north to south and trails on both the north and south portions of Parcel 75. The PRAB did not make a recommendation on the location of the dog park. The board was split on if the dog park should be on the north or south side of the parkway. Upon walking the site on the north side of Southbridge Parkway, increasing the size of the dog park to just under 10 acres will incorporate more of the wooded area but can be constructed in a way not to require tree removal of desirable tree species. In addition the north side offers open and wooded areas for increased enjoyment. There are 17 homes along the north part of Parcel 75. Moving the dog park to the south side of Southbridge Parkway maximizes the use of the area under the high voltage power lines and increases the size of the dog park to just over 10 acres. The area would allow space for a parking lot and easy access. The dog park however would run along the back of 21 houses. One benefit to this location is that the City would install the fence along these properties reducing the cost of fencing for the homeowners and reducing the encroachments into the City property in this area. The EAC did not make a recommendation on the concept plan after reviewing the revised plans of the PRAB. The EAC is concerned with the natural features of the property and is recommending that the City Council consider conducting an environmental impact study on the area prior to determining its use. The approximate cost of the environmental impact study is $10,300.00. The EAC is not recommending a funding source at this time. In 2005 the City worked in collaboration with MnDot, the Minnesota Department of Natural Resources and Xcel Energy to develop a Vegetation Management Plan for the parcel. The management plan describes a coordinated strategy for stewardship that addresses biological management, obligations of ownership, and visitor management. The plan references plants and animal inventories prepared by the DNR in 1980, 1995 and 2004. The site remains pretty consistent today with the findings in 2005. The management plan identified the site as a native oak savanna with sand barrens subtype. The site has many native grasses on the site but it also contains a presence of a number of varieties of non- native invasive species. The recommendations of the management plan include: • Treat /manage oak wilt • Manage invasive plant species using brush removal, bio- control and controlled burns • Rejuvenate the native plant community using controlled burns, mowing, and selective re- seeding • Manage human disturbance due to recreation Staff feels that this management plan is a sufficient environmental study of the site and will incorporate the plan into the management and development of the park. The most important item to consider when determining the final use of the site is the management of human disturbance on the site for recreational use. If a dog park is ultimately incorporated into this park increased effort will be made in the design of the dog park area. Finally, once a concept plan is approved by the City Council staff will reach out to past members of the off -leash dog park committee and interested citizens to reform the committee and serve as advocated to the dog park.
