CITY OF SHAKOPEE I! et
MEMORANDUM Gg , t■ 41
To: Shakopee Parks and Recreation Advisory Board
From: Sherry Dvorak, Recreation Supervisor
Meeting Date: November 20, 2012
Subject: Donation of Batting Cages from the Shakopee Youth Baseball
Association and Shakopee School District, Resolution No. 7253
ACTION SOUGHT:
The City Council is asked to accept Resolution No 7253, a Resolution of the City of Shakopee,
Minnesota Accepting Donation of Batting Cages from the Shakopee Youth Baseball
Association and the Shakopee School District.
INTRODUCTION
The City Council is asked to consider a request from the Shakopee Youth Baseball Association
(SYBA) for the installation of new batting cages at Riverview Park, Green Meadows Park and
Schleper Stadium.
BACKGROUND
Over the past several years, SYBA has taken an active approach in making improvements to
ballfields for their programs. Both the City and the Shakopee School District have benefited from
their efforts. Some of their initiated improvements are listed below:
• Monetary donation for upgrading Green Meadows Park
• Irrigation and park improvements at Riverview Park
• Dugouts, Fencing & Scoreboard at West Jr. High Baseball Field
• Improving Jackson Township Ballfield including irrigation and scoreboard.
• Scoreboard at Stemmer Field
• Monetary donation for improvements at Schleper Stadium
Likewise, the City and School District each have taken active approaches in making improvements
to facilities for the benefit of each other's programs.
Earlier this fall, SYBA members met with City staff regarding the possibility of prepping Stemmer
Field for new batting cages. Then SYBA discussed the improvements with School District
personnel and came up with a list of additional locations that batting cages would be a benefit to
the community. Additional locations for cages include: Riverview Park, Green Meadows Park,
Schleper Stadium, West Jr. High School, West Field at Sr. High and Jackson Township Park.
Attachments A -C shows the location of the batting cages on City facilities.
The batting cages that SYBA and the School District want constructed are either a single wide cage
with soft -toss stations along the side, or a double wide cage with soft -toss stations.
SYBA is requesting the assistance of the City's Parks Division to prepare the sites. The Parks
Division supports the overall scope of the projects and has agreed to provide the labor to prep the
areas as needed. There one concern was the continued maintenance and replacement of the batting
cages in the future.
Attachment D is a letter from the SYBA that states the responsibilities they are undertaking and
agree that all future maintenance and replacement costs will be covered by SYBA. With this
agreement, the concerns of the Parks Division regarding the maintenance and replacement are
eliminated.
Due to the number of new batting cages they want to install, SYBA was asked to prioritized the
sites in order of importance. Riverview Park is #1 on their list. This was the highest ranking due
to the fact that with the two Jr. High School Baseball Programs, they need additional practice
space for the 7 & 8 Grade teams. The addition of the batting cage at Riverview will allow teams
to share the facilities in a more productive manner. The School District will be purchasing the
batting cage for Riverview Park. The batting cages at all the other sites will be purchased by
SYBA.
SYBA will (weather permitting) work with the Parks Division to get the facilities prepped for
installation. Sites that are not completed this fall, will be prepped next spring and summer when
the regular schedule of the Parks Division allows.
BUDGET IMPACT
The Parks Divisions would be providing the labor of prepping the sites. There is funding in their
Athletic Fields and Small Projects budget to provide the work.
RELATIONSHIP TO VISION
B. Positively manage the challenges and opportunities presented by growth, development and
change.
D. Maintain, improve and create strong partnerships with other public and private sector
entities.
