SUBJECT: Purchase of Street Sweeper
ACTION SOUGHT:
Motion to authorize staff to purchase one new street sweeper from MacQueen
Equipment, Inc. for the price of $214,507.74 including tax and trade. The funds
are to be expended from the Surface Water Enterprise Fund.
BACKGROUND:
Public Works has identified a need in the 2013 Capital Equipment Plan to replace
existing unit # 151, a 2003 Elgin Pelican Mechanical Sweeper. Staff has budgeted
$255,000.00 for this purchase. State Contract Spec# 980 -311 S -843 (5).
Public Works currently has two street sweepers in the surface water fleet, a 2009 Elgin
Crosswind regenerative air sweeper for daily sweeping activities and a 2003 Elgin
Pelican mechanical sweeper for cleaning of heavy debris, mud, and sealcoat rock. The
mechanical sweeper also assists in the spring and fall sweeping activity. With the
purchase of the regenerative air sweeper in 2009 staff recommended council to change
the replacement years of the mechanical sweeper from eight years to ten years due to the
decrease in annual hours, staff is now requesting to replace the mechanical sweeper.
Staff is bringing this purchase forward now to save the estimated price increase due to the
Tier 4 emissions up charge, re- engineering to accommodate the larger engine and the
estimated 4.5% to 5% over -all increase. The savings are estimated to be from $26,800.00
to $30,800.00. The change will become effective in 2013.
Staff is recommending purchasing an Elgin Pelican Waterless mechanical street sweeper
for the price of $214,507.74 including tax and trade. The new waterless technology
allows for increased efficiency by eliminating the need to continually re -fill the water
reservoir. This is accomplished by utilizing a vacuum to trap fine dust particles.
ALTERNATIVES:
1. Authorize staff to purchase one new street sweeper from MacQueen Equipment,
Inc. for the price of $214,507.74. The funding is to be expended from the Surface
Water Enterprise Fund.
2. Deny the request.
3. Table for additional information.
RECOMMENDATION:
Staff recommends alternative number one.
ACTION REQUESTED:
Motion to authorize staff to purchase one new Elgin Pelican Waterless street sweeper
from MacQueen Equipment, Inc. for the price of $214,507.74. The funds are to be
expended from the Surface Water Enterprise Fund.
