INTRODUCTION The PRAB has reviewed concept plans for Quarry Lake Park and is recommending a concept plan to the City Council. The plan will be used by staff as a reference when communicating with prospective users of the former ADC building and in preparing the site for future development. BACKGROUND Staff is seeking approval of a preliminary layout for Quarry Lake Park for two reasons. One reason is to have a preliminary plan for the park that can be presented to prospective users of the adjacent former ADC building. The preliminary plan is important to obtain public access to the park and place the entrances in the correct locations. The plan can also assist in attracting different users to the area. Second, as staff has been authorized to bring excess fill from other city projects to the site it became apparent that a site plan is needed in order to bring the fill to the proper locations. On July 30, 2012 the PRAB initially reviewed and discussed a preliminary layout for Quarry Lake Park. Items that were discussed included a larger shelter for possible education purposes and activities, picnic shelters for group rentals, trails, a playground and access for events. Staff worked to incorporate the desired items into two concept plans that were reviewed by the PRAB on September 24, 2012. The two concept plans had similar amenities but different access points. One plan showed one access point and the other plan had two access points. The PRAB is recommending two access points to the park. DISCUSSION The PRAB's recommended concept plan incorporates a large 80'X32' building with restrooms and three 50'X26' shelters for rentals. A large playground is placed on the site to serve a community park and the parking lots are maximized to accommodate rentals, events and daily users simultaneously. The plan illustrates trails surrounding the lake and connecting all of the facilities. The concept plan also shows two access points from the former ADC property. Attachment A1&2 is the concept plan that the PRAB recommended. However, since the PRAB meeting, staff developed a second concept plan similar to the plan recommended by the PRAB but eliminating a potential safety matter if the northern access were to become a through connection to Bituminous Roadways. Attachment B1&2 maintains the two accesses into the park but connects the parking lots. On this plan the southern access would serve as the main access and is in a location that would allow spectators to park in the adjacent property and walk to the waterski area if overflow parking is needed. If the northern access becomes a through street the traffic volume would increase. The plan separates the potential through traffic from the park traffic. To separate the traffic further the drive into the northern parking lot could be for emergency vehicles only. TIMELINE AND BUDGET IMPACT Approving a concept plan at this time does not put a timeline on the project. The plan will be used for site preparation as resources become available. In addition there is no budget impact at this time. The future construction of this park will remain on the Park Reserve CIP and will be discussed each year along with the other future park projects.
