SUBJECT: Authorization to Spend Building Funds

Introduction
The Council is asked to authorize the expenditure of up to $25,000 from the Building Fund for Phase 3 of
needed interior improvements to City Hall.
Background
Earlier this year the Council approved two separate appropriations of $20,000 each from the Building
Fund for needed furnishings and window treatments for City Hall. At that time, the staff memo noted
that a third round of funding would likely be sought prior to the end of the year, which is now the case.
As anyone visiting City Hall can see, our facilities staff has been hard at work removing stained and
frayed wallpaper from the lobby walls and applying fresh paint. This work has been funded through the
City Hall operating budget as it is being completed primarily by City staff. Once work on the walls is
complete, we would like to purchase new seating and window treatments for the lobby area. All other
window treatments in the building were replaced as part of Phase 2 earlier this year and the existing
lobby furniture is more than 15 years old and very much showing its age. A framed map of the City and
some historical photos of downtown are planned for the walls.
Other components of Phase 3 include removal and reconfiguration of the large counter area in the
Administration wing and some new cabinetry for storage that is currently in the public view.
Budget Impact
The Building Fund has a current balance of approximately $6 million. The expenditure of $25,000 for
phase 3 improvements at City Hall will have a little impact on the health of the fund.

Requested Action
If the Council concurs, it is asked to authorize staff to spend up to $25,000 for Phase 3 of needed
furnishings and window treatments for City Hall.
