Consider Approval of Purchase of Toro Groundmaster 5910-D Mower CITY OF SHAKOPEE CONSENT MEMORANDUM TO: Mayor & City Council Mark McNeill, City Administrator FROM: Michael Hullander, Public Works Superintendent DATE: November 7, 2012 SUBJECT: Purchase of Toro Groundmaster 5910 -D 16' Mower. ACTION SOUGHT: Motion to authorize the purchase of one new Toro Groundmaster 5910 -D mower from MTI Distributing for the price of $94,820.41. The funding is to be split between the Capital Equipment Fund and Surface Water Fund. BACKGROUND: Public Works has included $100,000.00 in the Capital Equipment Budget for purchasing one new 16' Rotary Mower. The Park Division currently has two Toro Groundmaster 16' Rotary Mowers. These two mowers are the work horses of the Park Division providing the bulk of the total acreage mowed per season. These mowers are operated by two seasonal employee's five days a week (weather permitting), providing the residents with well maintained turf at a cost effective rate. Along with these two mowers, seasonal staff uses three John Deere 1445 6' mowers and a Land Pride 16' tow - behind unit. The tow - behind unit is used on large acreage with minimal obstacles and where a lesser quality of mowing is acceptable. This request is to purchase an additional Toro Groundmaster 5910 -D 16' mower and declare the Land Pride 16' (Equip #132F) tow - behind mower as surplus. The 2007 (oldest) Toro Groundmaster will continue with the duties of the Land Pride and will also be used to mow the CSAH 101 and 69 Right -of Ways. Staff estimates the time to mow these ROW's can be reduced from 3.5 days to 1 day. This will save Scott County tax dollars and allow us to re- direct staff time to other duties. MTI Distributing has announced a 5.9% increase in the purchase price beginning November 1, 2012 and is holding a unit for the City until November 8 awaiting Council authorization. The City is now a member of the National Intergovernmental Purchasing Alliance or National IPA and will be using their bid pricing for an additional savings instead of State Contract Pricing. Below is a comparison of the two, along with the 5.9% savings by ordering the unit now. Deny the request. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative number 1.
