F. ) CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Future of Community Center Discussion DATE: October 11, 2012 Comment: ACTION SOUGHT: The Council should discuss and provide general direction as to longer term future use issues at the Community Center. BACKGROUND: One of the twelve priorities identified by the Council at its goal- setting workshops in March was to discuss the future of the Shakopee Community Center. The Community Center opened in 1995. While it was "bare bones" when it was built, it met the most pressing needs of the City at that time —a walking track, two gymnasia, meeting rooms, a fitness facility and single sheet of ice with four general use locker rooms. Over the years, the City has grown, as have the needs of the City. Additional needs that have been identified since that time include: 1. A Senior Center 2. An indoor pool /aquatics center 3. A second sheet of ice 4. Additional locker rooms /drying rooms /dry land training area for the ice area 5. Expanded fitness facility including active use and classroom space 6. Indoor Turf Facility 7. Other amenities, such as childcare facilities for users Previous discussions with the City Council also have also generated a philosophical debate as to what the proper role of the City should be in providing these sorts of services to its residents, when some might be seen as competing with those provided by the private sector. Mayor Tabke has asked that Council discuss the role of the Community Center, but asked that the discussion be looked at as a long -term strategic plan, rather than trying to answer more immediate questions about financing. Attached are concept plans and estimates that were updated last during the 2010 referendum. RECOMMENDATION: It is asked that the Council discuss this at its October 16 meeting, so that general direction can be provided for future planning purposes. It is expected that any recommendations would then be referred to the Parks and Recreation Advisory Commission for further study. RELATIONSHIP TO VISIONING: This supports Goal A, "Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles ".
